<br />EXECUTIVE SUMMARY <br /> <br />DPRA Incorporated (DPRA) was authorized on August 21,2000 by Cathy Bennett of the <br />City of Roseville Community Development Department to conduct a demolition asbestos <br />survey on the property located at 2800 Arona A venue in Roseville, Minnesota; hereafter <br />referred to as the subject property. The survey was conducted in accordance with the <br />standards of the Asbestos Hazard Emergency Response Act (AHERA), Occupational <br />Safety and Health Administration (OSHA), and the EPA National Emission Standards for <br />Hazardous Air Pollutants (NESHAP) rule used in building demolitions. This survey is <br />intended to meet the conditions r:equired by both the Minnesota Pollution Control Agency <br />(MPCA) and OSHA requiring an asbestos survey prior to the commencement of any <br />building demolition. <br /> <br />The purpose of this survey was to locate asbestos-containing materials that must legally <br />be removed prior to demolition of the building. The EP AJMPCA NESHAP regulations <br />require that asbestos-containing materials which are friable or will become friable during <br />demolition must be removed from the building prior to demolition by a licensed asbestos <br />abatement contractor. <br /> <br />The subject property was occupied by a one-story building at the time of the survey. The <br />most recent use of the building was as an activity center for the city of Roseville. The <br />crawl spaces were observed from access panels. <br /> <br />DPRA reviewed a previous asbestos survey report for the subject property and was able <br />to eliminate the sampling of the tectum ceiling, one type of ceiling tile, one type of floor <br />tile, and one type of wallboard on the basis of the findings of that report. The 9" by 9" <br />floor tile in the previous report was found to be ACM. The previous report also <br />identified pipe fittings and water heater insulation to be ACM; however, upon inspection, <br />they have been replaced with fiberglass insulation and are thus non-asbestos containing <br />material. <br /> <br />DPRA collected 126 samples of suspect asbestos-containing materials. The samples <br />were submitted to McCall and Spero Environmental, Inc. (MSE) for PLM analysis. The <br />samples were tested until positive, which indicates that the individual materials were <br />analyzed until one of the samples was determined to contain asbestos.
