4.0 RECOMMENDA TIONS

Based on the survey of the Roseville Activity Center, located at 2800 Arona A venue in
Roseville, Minnesota, conducted on August 24, 200n, DPRA makes the following
recommendations:

4.1

Asbestos

This survey was conducted to locate asbestos-containing materials that must legally be
removed prior to demolition of the building. Regulations require that all ACM which are
friable or will become friable during demolition must be removed from the building prior
to demolition by a licensed asbestos abatement contractor.

ACM does not need to be removed prior to demolition if it meets one of the following
criteria: (a) it is a Category I non-friable ACM that is not made friable during the
demolition process; (b) it is a component that is encased in concrete or other similarly
hard material and is adequately wet whenever exposed during demolition; (c) it was not
accessible for testing and therefore was not discovered until after demolition began and,
as a result of the demolition, cannot be safely removed; or (d) it is a Category II non-
friable ACM and the probability is minimal that the material will become crumbled,
pulverized, or reduced to powder during demolition. If ACM is not removed because of
safety reasons, the exposed RACM and any asbestos-containing debris must be treated as
asbestos-containing waste material and kept adequately wet at all times until disposed.

The following asbestos-containing materials must be removed from the building prior to
demolition:

Damaged 9" by 9" floor tile in the gymnasium and back hallway. (3,210 square
feet)
Transite boards around courtyard, along teen room, and around exterior of
gymnasium. (1,380 square feet)
Air Conditioner Insulation on the rooftop units. (-20 units, 50 square feet each)

The following materials are allowed to remain in place during building demolition per
MPCA regulations but must be disposed of properly:

Floor tile and mastic in good condition
Caulk
Roof Seam Cover
Roof Tar

However, if the concrete is to be recycled, all floor tile and mastic must be removed from
the building prior to demolition.

12

Demolition Asbestos Survey
DPRA Project No. 5781.0002.0001
September 15, 2000

Roseville Activity Center
Roseville, MN
