<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />DATE: 08/09/00 <br />ITEM NO: 7(a) <br /> <br /> <br />Manager Approved: Agenda Section: <br />PUBLIC HEARINGS <br /> <br />A request by the City of Roseville to amend Section 1002.02 (Definitions) <br />of the Roseville City Code. Specifically, the amendment would modify <br />the definition of a "Lot Line, Front" to include language identifying both <br />property areas lines abutting a public street or right-of-way on a comer lot <br />as front yards (PF3245) <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 The City ofRoseville is requesting approval of an amendment to Section 1002.02 <br />(Definitions) of the City Code (Zoning) specifically modifying the definition of a "Lot <br />Line, Front". <br /> <br />2.0 BACKGROUND <br /> <br />2.1 Section 1002.02, Definitions: LOT LINE, FRONT: That boundary of a lot which abuts a <br />street, and in the case of a comer lot, it shall be the shortest dimension on a public street. <br />Should the dimensions be equal, the owner shall designate the front for the record. <br /> <br />2.2 Section 1004.02D4 states "a side yard adjacent to a street on a comer lot shall not be less <br />than thirty feet. <br /> <br />3.0 STAFF COMMENTS <br /> <br />3.1 Over the past year staff has reviewed many comer lot requests for site improvements and <br />at times has had difficulty applying the ordinance requirements. <br /> <br />3.2 Staff has traditionally interpreted a comer lot as having two front yards, especially given <br />the requirement of Section 1004.02D4. However, the definition of a front lot line is not <br />consistent with the staff interpretation and should be amended to reflect past practice and <br />consistency with Section 1004.02D4. <br /> <br />3.3 This proposed change will involve other provisions of the Roseville City Code. For <br />example, the code provides that fences in front yards may not exceed four feet in height, <br />that fire wood may not be stored in the front yard, and that accessory structures are not to <br />be placed in the front yard. <br /> <br />PF3244 - RPCA (08/09/00) - Page 1 of 2 <br />
