<br />4.3 Police records indicate few disturbances or loitering calls at the current location. <br /> <br />4.4 The proposed use of an amusement establishment or bingo hall within an existing retail <br />strip center will have little impact on surrounding property or values. Rooftop <br />mechanical units will be screened in necessary; trash will be within a roofed enclosure or <br />kept inside the building; lighting will be downcast and meet City Code requirements; and <br />the parking lot areas adjacent to residential areas will be screened. <br /> <br />4.5 There appears to be little impact on general health, safety, and public welfare. The <br />property has been a retail center since the 1960' s and the proposal to include the <br />amusement establishment or bingo hall operation is only an interior modification. <br /> <br />5.0 STAFF RECOMMENDATION <br /> <br />5.1 Based on the findings outlined in Section 3 of this report, staff recommends approval of <br />the request by Engelsma Limited Partnership LLP fot a condition use permit to operate a <br />11,650 sq. ft. licensed bingo hall in Hamline Center, 2807 Hamline Avenue North, <br />subject to the following conditions: <br /> <br />A. Engelsma Limited Partnership LLC must successfully obtain a bingo license from the <br />City of Roseville. <br /> <br />B. Hours of operation must be no later than 10:45 p.m. on Sunday to Thursday and 12:45 <br />a.m. on Saturday and Sunday. <br /> <br />C. Replaced rooftop mechanical units must be screened per Section 1010.07 of the <br />Roseville City Code. <br /> <br />D. Parking lot lighting must be brought into conformance (foot-candles and downcast <br />lighting) with Section 10 10.12 of the Roseville City Code. <br /> <br />E. Any signage for the bingo hall must meet the requirements of Section 1009.03 of the <br />Roseville City Code. <br /> <br />F. Trash containers must meet City screening requirements. <br /> <br />G. If a building permit and construction activity has not begun within six months of the <br />CUP approval, the CUP shall be considered null and void. <br /> <br />6.0 PLANNING COMMISSION ACTION <br /> <br />6.1 On September 13, 2000 the Roseville Planning Commission held regarding the public <br />hearing regarding the amusement establishment or bingo hall conditional use permit <br /> <br />PF3251 RCA (100200) Page 6 of 7 <br />
