REQUEST FOR CITY COUNCIL ACTION

Date: 09/25/00
Item No: I-I

ed: Agenda Section:
LAND USE

Request by Engelsma Limited Partnership LLP for a Conditional Use Pennit
to allow a licensed bingo hall to operate within Hamline Center 2807
Hamline Avenue North. (PF3251)

1.0 REQUESTED ACTION

1.1 Engelsma Limited Partnership LLP, requests approval of a Conditional Use Permit to
allow a bingo hall to operate within a portion (11,650 sq. ft.) of the former grocery store
bay at Hamline Center. The bay area the bingo hall would occupy is located at the
southeast portion of the strip center adjacent to the Hamline Avenue access.

2.0 BACKGROUND

2.1 Kraus-Anderson representatives met with City staffto review the possibility of utilizing a
portion of the Hamline Center for use as a bingo hall. Their interest concerned whether
the use was allowed and what improvements might be necessary.

2.2 Hamline Center has a zoning of SC, Shopping Center, for which the B-2, Retail Business
District uses (permitted, conditional, and accessory) apply. The City Attorney and staff
reviewed Section 1005.04 of the Roseville City Code and determined that a bingo hall
was a similar use to that of an amusement establishment and would require a conditional
use permit as indicated by Section 1005.04C1.

2.3 The conditional use permit process (Section 1013 of the City Code) for this request
allows the City to consider:

~ " Compatibility with adjoining properties.
~ Impacts on traffic and public facilities.
~ Impacts on property value.
~ Impacts on general health, safety, and public welfare.
~ Compatibility with the Roseville Comprehensive Plan.

2.4 The process also allows the City to impose those conditions it considers necessary to
protect the public health, safety, and welfare. In addition, a new change to the City Code
(Section 1010.11) required commercial trash containers to be enclosed with a roof.

PF3251 RCA (092500) Page 1 of 7
