2.2 Hamline Center has a zoning of SC, Shopping Center, for which the B-2, Retail Business
District uses (permitted, conditional, and accessory) apply. The City Attorney and staff
reviewed Section 1005.04 of the Roseville City Code and determined that a bingo hall
was a similar use to that of an amusement establishment and would require a conditional
use permit as indicated by Section 1005.04C1.

2.3 The conditional use permit process (Section 1013 of the City Code) for this request
allows the City to consider:

~ Compatibility with adjoining properties.
~ Impacts on traffic and public facilities.
~ Impacts on property value.
~ Impacts on general health, safety, and public welfare.
~ Compatibility with the Roseville Comprehensive Plan.

2.4 The process also allows the City to impose those conditions it considers necessary to
protect the public health, safety, and welfare. In addition, a new change to the City Code
(Section 1010.11) required commercial trash containers to be enclosed with a roof.

2.5 The 74,220 square foot Hamline Center is considered a pre-existing, non-conforming
shopping center, built in the early 1960~s. The Hamline Center site encompasses one
parcel of 6.3 acres in size. The parcel is "L" shaped, with roughly 313 feet of frontage on
Hamline Avenue, 623 feet of frontage on Terrace Drive, and 292 feet of frontage on
Centennial Drive. Adjacent to the Hamline Center, to the northeast is the 2-story 24,000
square foot Hamline Office Building built in 1984. It is not part of this proposal and will
remain as is, sharing its 114 parking places with the Hamline Center. The office building
is located on an additional 2 acres. The existing Hamline Center building is generally
located in the southwest corner of the site with parking located to the east (approximately
183 spaces) and along the south frontage adjacent to Terrace Drive (approximately 40
spaces west). No ponding for storm water management is located on the site and no
ponding is proposed because the site will not increase impervious surfaces.

2.6 The Roseville Zoning Code does not distinguish between retail shopping and office uses
for parking purposes. The Code requires five (5) off-street parking spaces per 1,000
square feet of leasable retail space or office space. For general assembly/meeting spaces
such as the charitable gambling-bingo operation the Code requires 1 space per each 3
seats. The Code also allows for shared/joint parking. The proposal indicates 223 off-
street parking spaces for the 66,337 square feet of gross leasable area, of which 13% or
8,632 square feet is now occupied by a non-conforming church (1 space for each 3.3
seats) with evening and weekend uses. The City, in the past, has recognized the unique
parking requirements of a mixed-use center project (Section 1005.01E).

PF3251 RCA (102300) Page 2 of 9
