<br />units are in the area). To the north is a "B-1" (Limited Business) zoned site on which the <br />Roseville Covenant Church is now located. Originally on the corner of Centennial and <br />Hamline there was a small gas station. The 24,000 s.f. office building addition to the site, <br />located to the northeast of the Center, succeeded the gas station and was approved in <br />1983 as part of a special use permit with in a planned unit development by Tom Wilmus. <br />Shared office and shopping center parking were approved as part of that 1983 PUD. <br /> <br />3.5 In conjunction with the application for conditional use permit approval, the following <br />documents have been submitted and reviewed by staff in preparation of this report: <br /> <br />a. Site and trash screening plan (08/14/00) <br />b. Narrative (08/11/00) <br />c. Lighting plan <br />d. Concept landscape plan <br /> <br />3.6 Because of the hours of operation of the bingo hall (typically evenings) off-street parking <br />space for current employee and patrons as well as that necessary for the bingo hall is <br />sufficient. The charitable gaming operation proposes to have a maximum seating <br />capacity of300 customers and a parking need of 120 to 150 spaces. There are over 220 <br />off-street parking spaces at the Hamline Center and another 114 shared with the adjacent <br />(north) office building. Currently the bingo operation reports parking at approximately 90 <br />spaces per session. Customers come to the site at a rate of 1.2 or more customers per <br />vehicle. <br /> <br />3.7 The hours of use are proposed to be: Monday from 7:15 p.m. to 9:45 p.m.; Tuesday from <br />10:30 a.m. to 10:45 p.m.; Wednesday from 12:30 p.m. to 10:45 p.m.; Thursday from 7:00 <br />p.m. to 10:45 p.m.; Friday from 1:30 p.m. to 12:45 a.m.; Saturday from 1:30 p.m. to <br />12:45 a.m.; and Sunday from 1 :00 p.m. to 10:45 p.m. The use of the space as a bingo <br />hall past 10:00 p.m. triggers the heightened 24-hour use requirements. Specifically, <br />parking lot screening from adjacent residential uses and parking lot lighting from <br />adjacent residential uses are required. <br /> <br />3.8 Additional traffic and conduct noise is not a significant problem. The bingo hall does not <br />serve alcohol. Police records from previous license approvals indicate few disturbance or <br />loitering calls at the current location (Knights of Columbus). There will be more traffic <br />noise; because the Center has been vacant for so long, but (from staff experience at other <br />centers) the traffic noise is within the state standards permitted for a commercial area and <br />adjoining residential areas <br /> <br />3.9 Rooftop mechanical units will be screened if necessary. In a preliminary review of the <br />site it appears that only the north and west side of the units may need to be screened. The <br />east side has the advantage of the extended facade and the south side property line lies too <br />close to view the units.
