<br />WHEREAS, the Roseville City Council received the Planning Commission's <br />recommendation on Monday, October 23,2000; and <br /> <br />WHEREAS, the Roseville City Council makes the following findings: <br /> <br />The project will not create additional traffic nor the need for additional public facilities. <br />With proper landscaping, the parking lot and lighting will not have an impact on <br />surrounding property or values. There appears to be little negative impact on general <br />health, safety, and public welfare. In addition, the project complies with the <br />Comprehensive Plan designation as a business use. <br /> <br />NOW, THEREFORE BE IT RESOLVED by the City Council of the City of <br />Roseville, Minnesota, Ramsey County, Minnesota, that a conditional use permit for <br />Engelsma Limited Partnership LLP for a condition use permit to operate a 11,650 sq. ft. <br />licensed bingo hall in Hamline Center, 2807 Hamline Avenue North, based on the <br />findings outlined in Section 3 of the project report and the following conditions: <br /> <br />A. Engelsma Limited Partnership LLC must successfully obtain a bingo <br />license from the City of Roseville. <br /> <br />B. Hours of operation shall be no later than 10:45 p.m. on Sunday to <br />Thursday and 12:45 a.m. on Saturday and Sunday. <br /> <br />C. Replaced rooftop mechanical units shall be screened per Section 1010.07 <br />of the Roseville City Code. <br /> <br />D. Parking lot lighting plan shall be brought into conformance (foot-candles <br />and downcast lighting) with Section 1010.12 and the heightened <br />requirements of Section 1006.02 of the Roseville City Code. <br /> <br />E. All off-street parking within 300 feet of residential properties shall be <br />screened according to the heightened requirements of Section 1006.02 of <br />the Roseville City Code. <br /> <br />F. Any signage for the bingo hall shall meet the requirements of Section <br />1009.03 of the Roseville City Code. <br /> <br />G. Trash containers shall meet City enclosure and/or screening requirements. <br /> <br />H Seating in the bingo hall shall be limited to 300 seats. <br /> <br />J No serving or license to serve alcohol shall be allowed on the premises. <br /> <br />J If a building permit and construction activity have not begun within six <br />months of the CUP approval, the CUP shall be considered null and void. <br /> <br />2 <br />
