<br />Memorandum <br /> <br />To: <br />From: <br /> <br />Mayor Kysylyczyn and Members of the Roseville City Council <br />Thomas Paschke, City Planner <br />Dennis Welsch, Community Development Director <br />10/18/00 <br />Hamline Shopping Center <br /> <br />Date: <br />Re: <br /> <br />Over the past two weeks staff has researched the background on the properties located at <br />2813 (Hamline Center) and 2845 (Hamline Office Building) Hamline Avenue. <br />Community Development Staff and the City Attorney have reviewed city records <br />regarding the site in an effort to address the Council's concerns regarding the apparent <br />insufficiency in parking spaces. City records prepared in conjunction with the 1983 <br />special use permit application to build the office building contain an approved site plan <br />for parking on the combined office building/shopping center that closely approximates <br />the present number of parking spaces. The difference between the number of spaces <br />previously approved on the site plan and the number of spaces presently provided on the <br />site is so slight as to be possibly explained by changes in handicapped or disabled parking <br />space requirements and/or changes in number of spaces provided for compact cars. <br /> <br />Our conclusion is that the present parking lot configuration substantially complies with the <br />site plan approved by the City in 1983 and that absent a request for an expansion in the <br />square footage of the shopping center or office building square footage, or a determination <br />based on particularized findings that the use proposed in the pending conditional use <br />permit will necessitate additional on-site parking to avoid spillover effects in the <br />neighborhood, the City is bound by its previous approvals. <br /> <br />Attached for the Council's information is the staff report, site plan, and other information <br />regarding the 1983 approval. Staff has also included information in chart form regarding on- <br />site parking at Hamline Center. The essence of the charts concludes that during both daytime <br />and nighttime hours Hamline Center has ample off-street parking. Specifically, during the <br />five-day count Hamline Center never had more than 81 vehicles parked in the lot, that leaves <br />149 unused parking spaces. Further, a similar count took place over a three-day period, twice <br />a day, at the Knights of Columbus. The count indicated that there was no more than 81 <br />vehicles parked in the lot, while at the same time there was 114 customers in the building. <br /> <br />1 <br />
