This letter is written on behalf of the owner. At the Roseville City Council meeting on October 23, 2000, the City Council voted against the approval of the owner's application for a Conditional Use Permit for a bingo hall operation at the Ramline Shopping Center. Based upon the Council's action and the opposition in the community which has been expressed at the various public hearings since September, the owner regrettably hereby withdraws its applications for both the Conditional Use Permit, and for the bingo hall license. When the owner of Ham line Shopping Center first submitted its application on August 11, 2000, the owner believed that it was making an application which would have overwhelming support from the community and the Council. Instead, there has been substantial opposition which the owner did not expect and which has been very discouraging. It has become clear that the reasons for this opposition will not go away with time, and will threaten the renewals of the necessary licenses every year even if the owner's pending applications are reconsidered and approved with the additional conditions at the November 13th council meeting. The owner cannot proceed in light of this future uncertainty, and must reluctantly accept the City Council's vote of denial.
