I was at the Council meeting last
Monday, and I am distressed that if this operation goes into the center, the center will become even more of an
eyesore than it is today, Further, it will lock us into living with this dumpy, run down center for many years into the
future.

It appears that the parking needs will be so great that many other tenants could be forced out of business, leaving
unoccupied bays. Certainly, those on the south end will be severely affected. There would be little hope the drug store
space will ever be leased either. I was in shopping center leasing for several years. I understand how ruthless it is. You
can definitely forget reserved parking spots for other tenants. I assume Kraus Anderson is looking at the net rent
increase that will occur and does not care at all about the overall impact on the center, the neighborhood and the city.
Why K-A does not want to properly redevelop the site I have no idea. Certainly, the center is obsolete and will never be
anything other that what it is today or worse. I would urge you to vote down this proposal and look for redevelopment
plans for the site.

Thanks for your consideration.

Gary Sparr
1185 Ruggles
651-639-6304

09/28/2000
