Human Rights Commission Minutes <br />September 17, 2014 – Draft Minutes <br />Page 2 of 10 <br />Commissioner Singleton moved and Commissioner Carey seconded a motion to approve the <br />47 <br /> Motion passed unanimously. <br />August 20, 2014 meeting minutes as amended. <br />48 <br />49 <br />Public Comment <br />50 <br />51 <br />There being no one present wishing to speak to the Commission on an item not on the agenda, <br />52 <br />the Vice Chair moved to the next agenda item. <br />53 <br />54 <br />55 <br />New Business <br />56 <br />57 <br />a.Corey Yunke, Community Relations Coordinator <br />58 <br />59 <br />Mr. Corey Yunke, Community Relations Coordinator and Crime Analyst for the Roseville Police <br />60 <br />Department, stated his primary purpose was to introduce himself and invite the HRC to attend <br />61 <br />future events and let them know that if they have any questions or concerns they could contact <br />62 <br />him. He provided a list of events that would be going on and current outreach programs. He <br />63 <br />stated the Citizens Police Academy would be held in the spring. <br />64 <br />65 <br />Commissioner Singleton extended the services of the HRC if there were any needs in the future. <br />66 <br />67 <br />Mr. Yunke stated there may be opportunities to partner in the future with outreach programs. <br />68 <br />69 <br />b.Use of Force Training Report <br />70 <br />71 <br />Vice Chair Becker stated Ms. Collins, Commissioner Bachhuber, and himself had attended the <br />72 <br />Use of Force Training at the Police Department. <br />73 <br />74 <br />Commissioner Bachhuber stated the Chief was open and willing to answer questions. She <br />75 <br />thought the training would be more about discerning when to use force rather than the use of <br />76 <br />force and it had been good to get an understanding of what they train for. <br />77 <br />78 <br />Ms. Collins stated it had been interesting to see what their decision making process was when <br />79 <br />they go out and take a call and it was eye opening to listen to them go through the scenarios and <br />80 <br />the line of thinking that civilians do not think about. There is a tremendous amount of <br />81 <br />appreciation for what they do and the rapid decision-making they have to do. <br />82 <br />83 <br />Vice Chair Becker stated the night he had attended there were several senior officers present. <br />84 <br />After watching the drills he was reminded that once you are in a situation it is not always easy to <br />85 <br />act appropriately and until you have a lot of practice and training it is difficult to act with the <br />86 <br />right amount of discretion. This does not excuse a systemic issue with a given police force or a <br />87 <br />particular officer's actions. They are humans and they are in stressful situations. These should <br />88 <br />be kept in mind when analyzing any given event. <br />89 <br />90 <br />Commissioner Slade asked if the trainings were open to the public. <br />91 <br /> <br />
