<br />REQUEST FOR CITY COUNCIL ACTION <br /> <br /> <br />DATE: 02/12/01 <br />ITEM NO: J-l <br /> <br />Department Approval: Agenda Section: <br />ORDINANCES & RESOLUTIONS <br /> <br />Item Description: Final reading and adoption of an ordinance amending Section 1004.0 1A - <br />Accessory Buildings in Residential Districts. (PF 3270) <br /> <br /> <br />On January 22, 2001, the Roseville City approved first reading of the ordinance amending the <br />requirements pertaining to accessory buildings. <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 The City of Roseville, through the Community Development Department, has requested a <br />number of amendments to Section 1004.01A of the Roseville City Code pertaining to <br />accessory buildings in residential districts. Although staff has modified most of the <br />Section, specific changes to Sections 1004.01A1 Number Allowed, 1004.01A5 Size <br />Limits, 1004.01A8 Driveway Required, 1004.01A11 Overall Area, and 1004.01A12 <br />Requirements for Increased Maximum Size attempt to provide clarity to language that is <br />confusing or ambiguous to the citizens ofRoseville. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 Since the last amendment in December 1999, the accessory building ordinance has been <br />met with many q~estions from residents unable to determine what it is they exactly are <br />allowed. Staff has also been confused when it needed to interpret specific sections. <br /> <br />2.2 In an attempt to resolve some of the problems associated with the current ordinance, staff <br />embarked on a revision process that involved the Zoning Committee, the Planning <br />Committee, various members of the City staff, and the City Attorney. <br /> <br />2.3 It was determined through the revision process that the language in the proposal should <br />be clear and direct, and that the various subsections should be organized in a manner that <br />flows more appropriately and understandably. <br /> <br />3.0 SPECIFIC SUBSECTION CHANGES <br /> <br />3.1 Section 1004.01Al Number Allowed: It has been determined that clarification should <br />be made as to the type of structures allowed, such as detached garage; accessory building, <br />and shed, as well as the total number allowed. The city policy and operating procedure is <br />to allow a single family parcel or lot one attached garage, one detached garage or <br />accessory building and one garden shed. However, the code is not clear on whether a <br />property owner can have an attached garage, detached garage, accessory structure and/or <br />shed.
