The drainage report <br />79 <br />should address the actual infiltration rate of the site, as well as what rain event would cause an <br />80 <br />overflow condition, and what impacts to the area would occur given current grades and overland <br />81 <br />flow conditions. Based on the analysis of the storm water report, additional or alternative <br />82 <br />emergency outflow improvements may be required. <br />83 <br />RD <br />EQUESTEDISCUSSION <br />84 <br />Mr. Mueller seeks feedback, to the extent the City Council feels it can offer feedback at this <br />85 <br />early stage, regarding some of the policy-level decisions pertaining to his revised concept: <br />86 <br />particularly the use of a private street 24 feet in width. If the use of a private street is deemed not <br />87 <br />acceptable,the grading and drainage plan most likely will need to be altered. At this point in <br />88 <br />the process, there has not been much focus on tree preservation since it is highly dependent on a <br />89 <br />grading and drainage plan, which has not been finalized. Feedback is provided through <br />90 <br />individual comments and not through a formal vote. Feedback should be regarding individual <br />91 <br />components of the sketch plan and not the plat in its entirety. Support, opposition, or a desire to <br />92 <br />have the applicant provide additional information about any components during the formal plat <br />93 <br />approval process could all be useful for the applicant. <br />94 <br />The City Manager has instructed Planning Division staff to notify Mr. Mueller’s neighbors about <br />95 <br />the City Council’s review of the proposed sketch plan.
