The property in question is a parcel slightly less than 6� acres which is <br />zoned Single Family and lies between single family residences to the north <br />and east (on Dionne Avenue and Galtier Street) and park�land belonging t� <br />the Ramsey County Open Space system. Approximately seven or eight years <br />ago, riargolis Brothers Company was issued a special use permit for the <br />operation o� a landscaping and nursery facility on the property. In the <br />initial phases of the operation, we had considerable complaints from the <br />immediate neighbors regarding tlze proposed screen planting contxguous to the <br />easterly side of the property (nearest the residences) which were ultimately <br />planted over a period of time. <br />To our knowledge no camplaints have been received recently regarding this <br />operation. <br />2. Attached is a copy of a statement from the applicant and a reduced copy of <br />the site plan indicating the existing development and location of the <br />proposed structure. <br />3. This use is allowed as a special use in the R-1 District in the Zoning <br />Ordinance stated as follows: <br />7.280 (5) Agricultural uses, except commercial animal farms, <br />fur farms, kennels, poultry farms, and feed lots, <br />but ineluding truck qardening, growing of nursery <br />stock, arboretums, and other horticultural uses. Any new <br />building ancillary to agricultural uses shall not exceed 500 <br />square feet in area, nor be less than 50 feet from a property <br />line. No retail sales or structures for such purpose shall be <br />allowed as an agricultural us�. The Council may grant a permit <br />for temporary greenhouses ancillary to hotricultural uses cf <br />such property, upon such terms and conditions as the Council <br />deems appropriate. The keeping of farm animals shall not be <br />permitted except as allowed in Section 146.010 and 201.060 of <br />this Code. <br />
