<br />ROSEVILLE LIVABLE COMMUNITIES PROGRAM <br />HOUSING INCENTIVES ACTION PLAN <br /> <br />In December 1995 the City Council approved goals for the City of Roseville <br />participation in the Metropolitan Council Livable Communities Act. The next <br />step in the process was adoption of an Action Plan, in which the city <br />identifies the possible programs that would be used to achieve its goals. <br />The plan is 1) collaborative, based on maximizing the assets the community <br />already has (not a needs based program), 2) rooted in the residential areas <br />and neighborhoods, and 3) at least partially self-supporting. Listed on the <br />attached sheets (along with the City goals) are the action plan items the <br />staff has identified to date. <br /> <br />Once the Council identified its Action plan items, the staff prepared grant <br />applications for the highest priority items. The Planning Commission <br />reviewed these items and comments that all appear to be consistent with <br />the Comprehensive Plan. The Commission ranked and commented on <br />each item in 1996. <br /> <br />Livable Communities ActjLCA) Action Plan Project <br />~ <br /> <br />L.C.A. HOUSING PROJECTS WITH PRIORITY FROM 1996-7: <br />1. Arona - a senior housing and activity center <br />a. Senior Housing - 240 to 400 units <br />b. Senior/Neighborhood Center-joint use by 2 school districts <br />and Family Collaborative. <br />c. Connection to Hamline Shopping Center <br />d. Circulator turn around and transit stop. <br /> <br />2. Zeece Site Soil Correction for Affordable Senior Housing <br /> <br />3. Suburban Affordable Housing Program (Contract with Bill <br />Schatzlien) <br /> <br />4. City loan and/or acquisition of dilapidated housing sites for new single <br />family housing. <br /> <br />6 <br />
