<br /> <br />Minnesota <br /> <br />Roseville Housing Improvement Plan - 2000 <br />Approved and Adopted November 8. 1999 <br />New Programs for 2000 indicated with Underline <br /> <br />Preamble: <br /> <br />Roseville's Housing Improvement Plan . (the "Housing Plan") is a document <br />established to guide planning and policies related to providing a community rich in <br />housing quality and choices for all residents. The Housing Plan is reviewed and <br />revised annually by the City Council to ensure that the programs established are <br />effectively and efficiently serving the current housing needs of the community. It <br />is understood that as housing structures age and the market needs change so will <br />the programs and policies in the Housing Plan. The main components of the <br />Housing Plan includes the VISION OF Vista 2000 and goals and policies of the <br />City's Comprehensive Plan and Livable Communities Action Plan. Each program <br />within the Housing Plan strives to meet the current needs of the community by <br />collaborating with other agencies and filling gaps that might exist within more <br />traditional housing programs. <br /> <br />Section 1. Housing Condition. <br /> <br />RosevilIe has over 15,000 housing units of which 59 percent are detached single- <br />family, owner/ occupied homes. The second largest category of housing in RosevilIe is <br />the combination of apartments and condominiums which make up 36 percent of the <br />housing units in the City. Townhomes represent almost five percent of the housing <br />units in the community. Over 70 percent of all housing units are owner-occupied. <br />There are approximately 100 mobile homes remaining in RosevilIe, most of which are <br />at least 20 years in age. The annual overall turnover rate for single family residents is <br />less than three percent (3 %) while the rental multifamily turnover rate is nearly 30 <br />percent per year. <br /> <br />The number of housing units built prior to 1950 in Roseville represents nine percent <br />(8 % ) of the entire housing stock. Many of these units offer affordable housing <br />opportunities, or at least, since they are generally on large lots, an opportunity to <br />redevelop the housing/lot into a number of housing sites.
