<br />4.1 The housing replacement program was established in 1996 to help the City <br />purchase outdated or non-code compliant structures that could not be <br />economically rehabilitated or sold on the open market. <br /> <br />4.2 The purpose of the program is to replace deteriorating lower value housing on <br />scattered sites throughout the City with larger, higher value housing designed <br />for families. The goal of the program is to increase the property value of the <br />home and improve the value and aesthetics of the neighborhood properties. <br /> <br />4.3 In 1998 the City's goal is to purchase three homes; the city has purchased three <br />homes. Those homes are located at 2100 William Street, 2668 Lexington <br />Avenue, and 2190 St. Croix Street. The total funds expended under the program <br />are approximately $173,000. <br /> <br />4.4 The property at 2100 William has been sold under a contract for deed to <br />Southwind Builders for the construction of a new single family home with a <br />value of approximately $150,000. The home has currently been removed and <br />construction is scheduled to begin in late 1998. <br /> <br />4.5 The City completed the demolition of 2668 Lexington Avenue. Final grading <br />and seeding should be complete this week. This lot is in the City Center Study <br />area, which is currently under review. <br /> <br />4.6 The City is still reviewing requests for proposals for the sale of 2190 St. Croix. <br /> <br />5. The Suburban Ramsey Family Collaborative - Roseville continues to work <br />cooperatively with this agency on the following programs. <br />a. Employee transit system via "shuttlebug" <br />b. Renter education: "Becoming Part of the Community" <br />c. Senior education: "Remaining Part of the Community" with LSS <br />d. Young Employees:"Retaining You as Part of the Community" <br />e. Housing Education: " Maintaining Your House as Part of the <br />Community" <br /> <br />6. Rambler Redesign <br /> <br />6.1 The Rambler Redesign Program is a demonstration technique to help <br />homeowners put professional design, value, and utility back into the City's <br />1950's and 1960's housing stock. The goals of the Rambler Redesign program are <br />to assist families who would like to remain in Roseville create an adaptable <br />home for their family and a more marketable home for the next owner. Homes <br />display some of the following redesigned features and upgraded functionality: <br />larger kitchens and eating areas, adding bedrooms and newest design elements <br />2 <br />
