<br />The City was awarded a Tax Base Revitalization grant in the amount of $373,000. The <br />project generated $285,979.53 in eligible expenses under the program. In 1997 Fairview <br />H.A. Associates, LLP constructed a 42,000 square foot office/flex building on the site. <br />Currently the building is fully leased by Twin Modal Company and MediaOne. It is <br />estimated that over 100 jobs and an annual estimated payroll of $2,500,000 is a result of <br />this development. Annual taxes on the project equal approximately $135,000. The site, <br />prior to redevelopment, generated approximately $18,000 in annual taxes. <br /> <br />3. Gateway site generally located in the northwest quadrant of the intersection of <br />135W and Highway 36. <br /> <br />The City of Roseville entered into a development agreement with Opus Companies for <br />the development of a 34-acre site generally located in the northwest quadrant of <br />Highway 36 and 135W. Initial environmental studies did not identify any major <br />environmental concerns on the site but there is evidence that the site has been used as <br />a dump and trucking site over the years. Additional environmental review identified <br />soil and/or ground contamination, soil and ground water clean up was required. The <br />cost ofthe clean up was approximately $100,000, and the cost ofthe investigation and <br />the remedial action plan was also nearly $100,000. In addition, poor soils had to be <br />replaced in areas where building foundations were proposed. Potential funding sources <br />for clean up include City of Roseville tax increment funds, developer, Minnesota <br />Department of Trade and Economic Development contaminated soil clean up funds, <br />Metropolitan Council Tax Base Revitalization funds. <br /> <br />The City was awarded a Tax Base Revitalization Grant for this project in the amount of <br />$72,622 on December 18,1997. Opus Companies completed the cleanup ofthe property <br />and constructed a 120,000 square foot office warehouse building for lease and a 65,000 <br />office warehouse building for India Handicraft. With the project under budget the City <br />received $51,907 in eligible clean up funds from the Metropolitan Council. It is <br />estimated that when fully developed the project will generate approximately 800 to <br />1200 jobs with an estimated annual payroll of $25 million. The estimated annual real <br />estate taxes upon completion are estimated at nearly $1,000,000. The site, prior to <br />redevelopment generated approximately $30,000 taxes annually. <br /> <br />4. Indianhead site at 1947 W. County Road C. <br /> <br />Development companies are in contact with the property owners regarding purchase of <br />the site and agreements are expected to be in place in 1999. Detailed environmental <br />investigation has not been completed on the site but there is a history of spills, which <br />have been cleaned on site. It is expected that additional clean up is necessary. If <br />contamination is identified, the developer will be required to participate in the <br />voluntary investigation and clean up program and/or the Voluntary Petroleum <br />Investigation and Cleanup Program through the Minnesota Pollution Control Agency. <br />The City of Roseville is currently reviewing the master plan for Twin Lake Business <br />Park, which includes the Indianhead site.
