~~.

REQUEST FOR COUNCIL DISCUSSION/DIRECTION
DATE: 04/13/98
ITEM NO:
Manager Approved: Agenda Section:

HOUSING PRESERVATION TASK FORCE

The purpose of this memo is to provide you with more information on
instigating a Housing Preservation Task Force for Roseville. The Planning
Commission has previously recommended to the Council that such a Task
Force be formed. This memo and attachments would then be used to begin
the discussion and gain direction from the Mayor and Council.

1.0 BACKGROUND:

In Roseville there are now approximately 15,600 housing units. These homes
represent the community's major "built" asset with an estimated physical value
in excess of $1.5 billion. Over fifty-four percent (8,406) are single family
homes. Forty-six percent (7119) are townhouses, apartments, condos, quads,
mobile homes and others.

Age of structures is a concern; sixty-four percent (5640) of the homesteaded
single family units are more than 35 years old. The majority of the rental
apartment projects are more than 30 years old. Apartments usually wear down
and require more maintenance, earlier in their life cycle than single family
homes.

1
