<br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council ofthe City ofRoseville, County <br />of Ramsey, Minnesota, was held on the 12th day of February 2001, at 6:30 p.m. <br /> <br />The following members were present: Klausing, Maschka, Mastel, Kysylyczyn <br />and the following were absent: Goedeke <br /> <br />Council Member Klausing introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 9866 <br /> <br />A RESOLUTION APPROVING VARIANCES FROM SECTION l004.02D5, l016.16A, l016.22Al, <br />AND l016.26Bl OF THE ROSEVILLE CITY CODE <br />FOR PROPERTY LOCATED AT 353 SOUTH OW ASSO BOULEVARD <br /> <br />WHEREAS, Section 1004.02D5 (Dwelling Dimensions and Appearances and Height, Frontage, <br />Yard and Lot Area Requirements in R-l Districts) requires a front yard setback of30 feet for property at <br />353 South Owasso Boulevard, legally described as: <br /> <br />Lot 2 Lake Owasso Villa (PID # 012923120009) <br /> <br />WHEREAS, the owner has indicated that he wants to preserve the existing detached garage and <br />convert the structure to a storage building. The existing structure lies 6 to 10 feet (angular) from the front <br />property line and would require a 29 foot variance to keep the structure; and <br /> <br />WHEREAS, Section 1016.22Al (Non-Conformities) stipulates that non-conformities can continue <br />but are subject to applicable State Statutes and City Ordinance regarding alterations, repair after damage, <br />discontinuance of use, and intensification of use; and <br /> <br />WHEREAS, the lot is a pre-existing non-conforming lot with a width of37 feet along South <br />Owasso Boulevard, an average depth of 172 feet, 51 feet of frontage along Lake Owasso, and a lot size of <br />8,716 square feet. Under the City Code a buildable pre-existing non-conforming lot of record must meet <br />70% of the lot width and area requirements. The lot does not meet these requirements and would need <br />variances in order to update the existing structure; and <br /> <br />WHEREAS, Section 1016.26Bl (Storm Water Management) requires all single-family lots within <br />the Shoreland Management District to have no more that 25% impervious site coverage. Impervious area <br />includes roof, sidewalk, patio, and driveway areas; and <br /> <br />WHEREAS, the lot is 8,716 square feet in size which allows for an impervious area of 2, 179 <br />square feet. The existing home, drive, sidewalk, and detached garage has an impervious area of 3,005 <br />square feet or 34.5%. The proposed home, storage building, existing and proposed driveway will have an <br />impervious calculation of 3,305 square feet or 38% and requires a variance to allow redevelopment to <br />occur on the parcel; and <br /> <br />1 <br />
