<br />f The curb line of the cul-de-sac is situated approximately 30 feet from the property line, <br />thus allowing ample area between the new garage addition and street curb line to park a <br />vehicle, which does not create any significant impacts on the minimally (mostly <br />adjacent residents and mail delivery) traveled Heinel Circle. <br /> <br />g. The impacts of this redevelopment project, if the variances were issued, will not create <br />any significant community impacts on the health, safety, or general welfare. <br /> <br />6.0 STAFF RECOMMENDED CONDITIONS OF APPROVAL <br /> <br />6.1 The parcel shall be limited to a maximum impervious area of 4,784 square feet or 25% of the <br />parcel size and the garage addition shall be limited to 527 square feet as depicted on the <br />attached proposed floor plan. <br /> <br />6.2 The proposed principal garage addition shall be set back a minimum of five feet from the <br />northeast (side) property line and set back a minimum of seven and one half feet from the <br />southeast (front) property line. <br /> <br />6.3 All roof drainage created by the addition and existing attached garage must be collected in <br />gutters and channeled to the natural drainage way within the applicant's property (northeast). <br /> <br />6.4 Because of the size of the variances being granted, no other accessory building or tool shed <br />may be pennitted on the property. <br /> <br />6.5 The property owner shall provide the City with a landscape plan that addresses the interests of <br />the Department of Natural Resources. <br /> <br />6.6 This conditional use pennit expires 6 months after approval if a building pennit has not been <br />issued. (Section 1013.03) <br /> <br />7.0 STAFF RECOMMENDATION <br /> <br />7.1 Staff recommends approval of the variances requested by Mr. Peter Vesterholt to allow an <br />attached garage addition to the existing principal structure at 699 Heinel Circle, based on the <br />findings in Section 5 and subject to the conditions listed in Section 6 of this project report. <br /> <br />8.0 SUGGESTED PLANNING COMMISSION ACTION <br /> <br />8.1 By resolution, recommend approval with findings (approval with modified findings or <br />denial) of the request by Peter Vesterholt, 699 Heinel Circle, for a variance from Sections <br />1004.02D (Minimum Yard Requirements), 1016.22Al (Non-Confonnities), and 1016.16 <br />(Structure Design Standards) of the Roseville City Code. <br /> <br />This request will be forwarded to the Roseville City Council for action on January 22, 2001. <br /> <br />Prepared by: Thomas Paschke (490-2236) <br />Attachments: Property location map, aerial photo, site plans, site photos, and narrative, <br />60-day Time Limit: Application Accepted on December 6, 2000; Decision deadline is January 26, 2001, <br /> <br />PF3280 - RPCA (011001) Page 4 of 4 <br />
