If the variances are approved, the proposed additions will
expand the existing structure toward a side lot line and toward Heinel Circle, but not toward Lake Owasso.
Even after the proposed additions have been constructed, the lot will have less than 30% impervious
surface coverage. In addition, the lowest levels of the proposed additions and existing structure will be
well above the 1 % flood elevation of Lake Owasso.

Given the above conditions, DNR Waters will not object to the approval of the variance request However,
we recommend that the following conditions be attached to the approval of the variances:

1.

That additional trees be planted between the existing home and Lake Owasso. These trees will
serve to aid in screening the view of the house from the lake and additional trees will also help to
improve the water quality of Lake Owasso. The Vesterholts should be told that it is possible to
trim the lower branches from the trees in order to preserve the view of the lake from the house.

That a portion of the shoreline of Lake Owasso be planted with a buffer of native plant species (the
rest of the shoreline to be used for swimming and boating). Enclosed with this letter are pictures
showing an example of yards landscaped with native vegetation. A plant species list is also
included with the letter. The native vegetation helps to prevent shoreline erosion, removes
nutrients from the lake, prevents additional nutrients from entering the lake, and attracts wildlife.
Properly planned, planted and maintained the buffer/garden can be a vel)' attractive amenity.

Thank you for giving the DNR the opportunity to comment on the Vesterholt variance. We look forward
to reviewing future variances and conditional use pennits for the City ofRoseville shoreland and floodplain
ordinances.

2.

Please feel free to contact me, or Molly Shodeen, at 651-772-7910 should you have any questions
concerning the Vesterholt variance.

Sincerely, ~

~d~~

(/
Joseph Richter
Hydrologist

Enclosures: Plat and Lakescaping Information

c: Lake Owasso (62-56P) File

DNR Information: 651-296-6157 . 1-888-646-6367 .
