Regular Planning Commission Meeting
Minutes – Wednesday, June 5, 2013
Page 5
PROJECT FILE 13-0017
d.
197
Request by Roseville Planning Division for consideration of a ZONING TEXT
198
CHANGE AND ZONING MAP CHANGE creating a regional Business-2 District (RB-
199
2), specific to Limited Production/Processing; to amend the permitted uses chart
200
of 1005-1 to include Limited Production/Processing as a permitted and accessory
201
use within the RB-1 and RB-2 Districts; and to modify the definition of Limited
202
Production/Processing for an accessory and principal use
203
Chair Gisselquist opened the Public Hearing for Project File 13-0017 at about 7:17 p.m.
204
City Planner Paschke reviewed this requested ZONING TEXT AMENDMENT as detailed
205
in the staff report dated June 5, 2013. Mr. Paschke noted that this item had come before
206
the Planning Commission at a previous public hearing in October of 2012; with
207
subsequent City Council recommendations on March 25, 2013 for further review of a
208
possible map amendment to support inclusion of Limited Production and Processing in
209
the Regional District instead of the proposed text amendment originally sought. Mr.
210
Paschke displayed a map of existing uses in place, and concerns raised by business and
211
property owners, and those areas deemed appropriate; and clarified that the request
212
would require a Comprehensive Plan Amendment.
213
Member Daire arrived at this time; approximately 7:23 p.m.
214
Various examples were discussed (e.g. Edible Arrangements; CPI; Fastenal; take-out
215
pizza shops; banks) and definitions or distinctions for commercial versus manufacturing
216
uses and processing and/or production uses, as well as retail versus manufacturing as
217
the primary business or use.
218
Mr. Paschke clarified the intent for quiet, clean types of manufacturing uses defined as
219
Limited Production under the principle use
220
Member Cunningham opined that she would be an advocate for allowing this type of
221
business in all Zoning Districts; and would simply clarify pre-existing uses in the
222
community.
223
Chair Gisselquist opined that another distinction could be made between those uses with
224
more employee versus customer traffic, such as would be found in with a retail
225
component.
226
Chair Gisselquist closed the Public Hearing at 7:28 p.m.; no one spoke for or against.
227
MOTION
228
Member Cunningham moved, seconded by Member Olsen to recommend to the
229
City Council APPROVAL of the proposed ZONING TEXT CHANGE to Section
230
1001.10, Definitions of the Zoning Ordinance, the ZONING TEXT CHANGE to Table
231
1005-1, and the creation of the RB-2 Zoning District to allow the permitted and
232
conditional use of Limited Production and Processing; based on the comments
233
and findings of Sections 4 and 5 and the recommendation of Section 7 of the staff
234
report dated June 5, 2013.
235
Ayes: 6

236
Nays: 0
237
Motion carried.
238
Anticipated City Council action is scheduled at their June 17, 2013 meeting.
239
PROJECT FILE 13-0017
e.
240
Request by Roseville Planning Division for consideration of ZONING TEXT
241
CHANGES to multiple sections regarding building height and performance
242
standards for accessory buildings on commercial properties
243
Chair Gisselquist opened the Public Hearing for Project File 13-0017 at about 7:30 p.m.
244
City Planner Paschke reviewed this requested ZONING TEXT AMENDMENT as detailed
245
in the staff report dated June 5, 2013. Mr. Paschke reviewed how staff had arrived at the
246
lack of any scientific approach for proposing 500 square feet, other than to provide a
247
