Regular Planning Commission Meeting <br />Minutes – Wednesday, June 5, 2013 <br />Page 5 <br />PROJECT FILE 13-0017 <br />d. <br />197 <br />Request by Roseville Planning Division for consideration of a ZONING TEXT <br />198 <br />CHANGE AND ZONING MAP CHANGE creating a regional Business-2 District (RB- <br />199 <br />2), specific to Limited Production/Processing; to amend the permitted uses chart <br />200 <br />of 1005-1 to include Limited Production/Processing as a permitted and accessory <br />201 <br />use within the RB-1 and RB-2 Districts; and to modify the definition of Limited <br />202 <br />Production/Processing for an accessory and principal use <br />203 <br />Chair Gisselquist opened the Public Hearing for Project File 13-0017 at about 7:17 p.m. <br />204 <br />City Planner Paschke reviewed this requested ZONING TEXT AMENDMENT as detailed <br />205 <br />in the staff report dated June 5, 2013. Mr. Paschke noted that this item had come before <br />206 <br />the Planning Commission at a previous public hearing in October of 2012; with <br />207 <br />subsequent City Council recommendations on March 25, 2013 for further review of a <br />208 <br />possible map amendment to support inclusion of Limited Production and Processing in <br />209 <br />the Regional District instead of the proposed text amendment originally sought. Mr. <br />210 <br />Paschke displayed a map of existing uses in place, and concerns raised by business and <br />211 <br />property owners, and those areas deemed appropriate; and clarified that the request <br />212 <br />would require a Comprehensive Plan Amendment. <br />213 <br />Member Daire arrived at this time; approximately 7:23 p.m. <br />214 <br />Various examples were discussed (e.g. Edible Arrangements; CPI; Fastenal; take-out <br />215 <br />pizza shops; banks) and definitions or distinctions for commercial versus manufacturing <br />216 <br />uses and processing and/or production uses, as well as retail versus manufacturing as <br />217 <br />the primary business or use. <br />218 <br />Mr. Paschke clarified the intent for quiet, clean types of manufacturing uses defined as <br />219 <br />Limited Production under the principle use <br />220 <br />Member Cunningham opined that she would be an advocate for allowing this type of <br />221 <br />business in all Zoning Districts; and would simply clarify pre-existing uses in the <br />222 <br />community. <br />223 <br />Chair Gisselquist opined that another distinction could be made between those uses with <br />224 <br />more employee versus customer traffic, such as would be found in with a retail <br />225 <br />component. <br />226 <br />Chair Gisselquist closed the Public Hearing at 7:28 p.m.; no one spoke for or against. <br />227 <br />MOTION <br />228 <br />Member Cunningham moved, seconded by Member Olsen to recommend to the <br />229 <br />City Council APPROVAL of the proposed ZONING TEXT CHANGE to Section <br />230 <br />1001.10, Definitions of the Zoning Ordinance, the ZONING TEXT CHANGE to Table <br />231 <br />1005-1, and the creation of the RB-2 Zoning District to allow the permitted and <br />232 <br />conditional use of Limited Production and Processing; based on the comments <br />233 <br />and findings of Sections 4 and 5 and the recommendation of Section 7 of the staff <br />234 <br />report dated June 5, 2013. <br />235 <br />Ayes: 6 <br /> <br />236 <br />Nays: 0 <br />237 <br />Motion carried. <br />238 <br />Anticipated City Council action is scheduled at their June 17, 2013 meeting. <br />239 <br />PROJECT FILE 13-0017 <br />e. <br />240 <br />Request by Roseville Planning Division for consideration of ZONING TEXT <br />241 <br />CHANGES to multiple sections regarding building height and performance <br />242 <br />standards for accessory buildings on commercial properties <br />243 <br />Chair Gisselquist opened the Public Hearing for Project File 13-0017 at about 7:30 p.m. <br />244 <br />City Planner Paschke reviewed this requested ZONING TEXT AMENDMENT as detailed <br />245 <br />in the staff report dated June 5, 2013. Mr. Paschke reviewed how staff had arrived at the <br />246 <br />lack of any scientific approach for proposing 500 square feet, other than to provide a <br />247 <br /> <br />
