<br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota, was duly held on the 22nd day of January 2001, at 6:30 <br />p.m. <br /> <br />The following members were present: <br />and the following were absent: <br /> <br />Council Member <br /> <br />introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. <br /> <br />A RESOLUTION APPROVING A CONDITIONAL USE PERMIT FOR CAPITAL CITY <br />INVESTMENT LLP ALLOWING THE OPERATION OF A BINGO HALL AT <br />2525 SNELLING A VENUE <br /> <br />WHEREAS, Capital City Investment LLP is proposing to operate a bingo hall in the <br />building at 2525 Snelling Avenue, formerly occupied by Lyndale Garden Center; and <br /> <br />WHEREAS, on December 4th, 2000, the Roseville City Council approved a text <br />amendment to the Roseville City Code to establish zoning districts in which a bingo hall would <br />be allowed and to determine whether bingo would be permitted or a conditional use within a <br />given zone; and <br /> <br />WHEREAS, based on the City Council action of December 4th, 2000, 2525 Snelling <br />A venue, with its B-1 (Limited Business District) zoning designation requires a conditional use <br />permit to allow a bingo hall operation; and <br /> <br />WHEREAS, Section 1013 of the City Code stipulates criteria for approving conditional <br />use permits requiring the City to consider: <br /> <br />~ Compatibility with adjoining properties. <br />~ Impacts on traffic and public facilities. <br />~ Impacts on property value. <br />~ Impacts on general health, safety, and public welfare. <br />~ Compatibility with the Roseville Comprehensive Plan. <br />~ The process also allows the City to impose those conditions it considers necessary <br />to protect the public health, safety, and welfare. <br /> <br />1 <br />
