Other Business <br />504 <br />Discuss minimum single-family lot size standards for inclusion in proposed Subdivision <br />505 <br />Ordinance update. <br />506 <br />Mr. Paschke advised that staff intended to bring this issue up for discussion at next month’s <br />507 <br />meeting, and used this opportunity to highlight comments by Mr. Lloyd related to current single- <br />508 <br />family lots in the community that are substandard as part of the update of the current Subdivision <br />509 <br />Ordinance review and its subsequent revision. As part of that review, Mr. Paschke advised that <br />510 <br />staff was seeking feedback on the potential consideration to reduce minimum lot size standards <br />511 <br />to address the broader Roseville populace to ensure lot size compliance and eliminate existing <br />512 <br />non-conformity issues with those lots. Mr. Paschke noted that, when the original zoning code was <br />513 <br />adopted in 1959, a majority of the lots created before that time, estimated at 51%, became non- <br />514 <br />conforming, and based on the 11,500 square foot standard. Mr. Paschke advised that staff found <br />515 <br />it hard to understanding why subdivisions were created outside the rules on the books at that <br />516 <br />time; but from a planning perspective as it related to zoning or subdivisions, staff preferred to <br />517 <br />create a situation where the majority of those lots were in compliance, whether through creation <br />518 <br />of a new zoning district or other means. Mr. Paschke referenced the Single Family Lot Split Study <br />519 <br />conducted several years ago, and their recommendation to create a smaller lot single-family <br />520 <br />residential district and maintain that standard. However, when the Zoning Ordinance was <br />521 <br />updated, Mr. Paschke noted that their recommendation was eliminated from that discussion and <br />522 <br />staff was directed to come up with a proposal within the Subdivision Ordinance. While unsure if <br />523 <br />staff would propose a new lot size, Mr. Paschke advised that staff would provide information, <br />524 <br />seeking feedback from the Commission related to reducing minimum standards or how best to <br />525 <br />address the non-conformity issue. <br />526 <br />Mr. Paschke asked that commissioners think about this and perform any individual research in <br />527 <br />advance of the next meeting. <br />528 <br />At the observation by Chair Gisselquist, Mr. Lloyd confirmed that the rezoning proposal heard <br />529 <br />tonight would not even have had to come before the body if lot sizes were reduced for LDR-1 <br />530 <br />zoning; even though the reconfiguration of the lots as approved better met the development site. <br />531 <br />At the request of Member Stellmach, the proposed lot sizes recommended by the Study group in <br />532 <br />2010 were for a minimum lot width of 75’ versus the current 85’; and a minimum square footage <br />533 <br />of 9,500 versus the current 11,500. Mr. Paschke noted that at this time, more than half the lots in <br />534 <br />Roseville failed to meet one or both requirements; and with the proposed change, approximately <br />535 <br />95% of the lots would then conform to the new minimums. <br />536 <br />Other Business <br />537 <br />Chair Gisselquist reported that as Chair of the Planning Commission, he had been invited and <br />538 <br />would be participating in the interview of seven candidates for the vacant Community <br />539 <br />Development Director position taking place, Tuesday, April 16, 2014. <br />540 <br />Members referenced the ethics training held the previous evening and the benefits. <br />541 <br />Chair Gisselquist noted that joint meeting of the Planning Commission and City Council, <br />542 <br />scheduled for Monday, May 5, 2014. <br />543 <br />8.
