Call to Order <br />1 <br />Chair John Gisselquist called to order the regular meeting of the Planning Commission meeting at <br />2 <br />approximately 6:30 p.m. and reviewed the role and purpose of the Planning Commission. <br />3 <br />2. Roll Call & Introduction <br />4 <br />At the request of Chair Gisselquist, City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: <br /> Chair John Gisselquist; and Commissioners James Daire; Robert <br />6 <br />Murphy; Michael Boguszewski; and Mohamed Keynan <br />7 <br />Members Excused: <br /> Commissioners David Stellmach and Shannon Cunningham <br />8 <br />Staff Present: <br /> City Planner Thomas Paschke and Senior Planner Bryan Lloyd; Planning <br />9 <br />Intern Cadence Peterson <br />10 <br />3. Review of Minutes <br />11 <br />April 10, 2014 Regular Meeting Minutes <br />12 <br />MOTION <br />13 <br />Member Murphy moved, seconded by Member Boguszewski to approve the April 10, 2014 <br />14 <br />meeting minutes as presented <br />. <br />15 <br />Ayes: 5 <br />16 <br />Nays: 0 <br />17 <br />Motion carried. <br />18 <br />4. Communications and Recognitions <br />19 <br />a. From the Public (Public Comment on items not on the agenda) <br />20 <br />Jim Mulder, 1880 Shady Beach <br />21 <br />Mr. Mulder brought forward two concerns to the Planning Commission, seeking their <br />22 <br />review and possible action. Mr. Mulder noted his former service on the City’s Planning <br />23 <br />Commission in the past, opining that both items were in their purview. <br />24 <br />Storage of Large Recreational Vehicles (RV) <br />25 <br />Mr. Mulder referenced one such situation in his immediate neighborhood where a 30’ <br />26 <br />plus Airstream trailer had been stored in a neighboring residential driveway for over a <br />27 <br />year without movement. Mr. Mulder opined that this was an eyesore to the <br />28 <br />neighborhood, particularly to another adjacent neighbor who were trying to sell their <br />29 <br />home, and their front window looked directly out onto the RV. <br />30 <br />Mr. Mulder questioned if this was simply a matter of people not being clear about how <br />31 <br />long storage of such units could be; and encouraged the Planning Commission to review <br />32 <br />that portion of ordinance and take subsequent action as appropriate. <br />33 <br />Zoning around Lake Properties <br />34 <br />Generally speaking, Mr. Mulder understood that residents with lake properties were <br />35 <br />allowed under City Code to use the lake as their front yard, with the street side <br />36 <br />considered their back yard. However, Mr. Mulder noted that the problem was with those <br />37 <br />residents across the street from them, whose front yards and view was into those “back <br />38 <br />yards” where garbage cans or other items were often stored, as well as extra accessory <br />39 <br />buildings placed. Mr. Mulder advised of several such situations in his neighborhood; and <br />40 <br />sought Planning Commission assistance in alleviating those aesthetic problem areas. <br />41 <br />At the request of Chair Gisselquist, Mr. Paschke addressed both concerns of Mr. Mulder. <br />42 <br />Mr. Paschke advised that the City’s Zoning Code did not address storage of trailers, <br />43 <br />boats or RV’s, but those were covered in a different section of code; and whether or not <br />44 <br />the Zoning Code should or should not address then may be worthy of a future discussion <br />45 <br /> <br />
