Call to Order <br />1 <br />Chair John Gisselquist called to order the regular meeting of the Planning Commission meeting at <br />2 <br />approximately 6:30 p.m. and reviewed the role and purpose of the Planning Commission. <br />3 <br />2. Roll Call & Introduction <br />4 <br />At the request of Chair Gisselquist, City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: <br /> Chair John Gisselquist; Vice Chair Michael Boguszewski; and Members <br />6 <br />James Daire; David Stellmach; Mohamed Keynan; Robert Murphy; and <br />7 <br />Shannon Cunningham <br />8 <br />Staff Present: <br /> City Planner Thomas Paschke; Senior Planner Bryan Lloyd; and <br />9 <br />Community Development Director Paul Bilotta <br />10 <br />3. Review of Minutes <br />11 <br />July 9, 2014 Regular Meeting Minutes <br />12 <br />MOTION <br />13 <br />Member Boguszewski moved, seconded by Member Keynan to approve the July 9, 2014 <br />14 <br />meeting minutes as presented <br />. <br />15 <br />Ayes: 6 <br />16 <br />Nays: 0 <br />17 <br />Abstentions: 1 (Gisselquist) <br />18 <br />Motion carried. <br />19 <br />4. Communications and Recognitions <br />20 <br />a. From the Public (Public Comment on items not on the agenda) <br />21 <br />Steve Gjerdingen, Roseville Resident <br />22 <br />Even though a member of the City’s Public Works, Environment and Transportation <br />23 <br />Commission (PWETC), Mr. Gjerdingen clarified that he was speaking personally, and not <br />24 <br />in his role as a citizen advisory commissioner. <br />25 <br />Twin Lakes Items <br />26 <br />1) Mr. Gjerdingen stated that on-street parking was being implemented in many suburbs <br />27 <br />to create a buffer between pedestrians and traffic; and opined that the City of <br />28 <br />Roseville should also consider this in the Twin Lakes Redevelopment Area as well as <br />29 <br />in other commercial areas city-wide. Mr. Gjerdingen opined that this seemed a <br />30 <br />convenient use for vehicle access, and through signage and street width, could <br />31 <br />create logical places for parking. <br />32 <br />2) Mr. Gjerdingen questioned the criteria spelled out in City Code for bike racks, <br />33 <br />specifically locks, in the Twin Lakes area. <br />34 <br />3) Mr. Gjerdingen expressed disappointment in the way the frontage was laid out on <br />35 <br />Cleveland Avenue, opining that it felt like WalMart was on a hill, and with the <br />36 <br />sidewalk on Cleveland Avenue, you couldn’t see WalMart. Mr. Gjerdingen questioned <br />37 <br />if the goal was not for a visible buffer; and expressed his hope that future <br />38 <br />developments would take into consideration making it more appealing for <br />39 <br />pedestrians. <br />40 <br />At the request of Member Daire, Mr. Gjerdingen stated that he was talking about painting <br />41 <br />on-street parking lines in commercial, not residential areas. At the request of Member <br />42 <br />Daire, Mr. Gjerdingen further clarified that if parking was allowed in commercial spaces, <br />43 <br />he would suggest pedestrians could walk on sidewalks where available; and at certain <br />44 <br />times of year, “No Parking” signs should be hooded to allow guest parking (e.g. Lincoln <br />45 <br /> <br />
