Other Business <br />351 <br />a. Review the proposed sale of 2425 – 2335 Dale Street and 657-675 Cope Avenue by <br />352 <br />the Roseville Housing & Redevelopment Authority and City of Roseville to facilitate <br />353 <br />the “Dale Street Fire Station Redevelopment Project” <br />354 <br />As detailed in the staff report dated August 6, 2014, Senior Planner Lloyd noted the <br />355 <br />Planning Commission to review any proposals by the City to acquire or dispose of land <br />356 <br />and make applicable findings of such proposals. Mr. Lloyd referenced the proposed sale <br />357 <br />of the Dale Street properties, as detailed in the staff report and outlined by HRA <br />358 <br />Executive Director Jeanne Kelsey. <br />359 <br />Chair Gisselquist noted that this proposal had come before the Commission several <br />360 <br />times, with details addressed during those discussions; and opined he found no problems <br />361 <br />with the proposal in relation to the Comprehensive Plan and suggested the project could <br />362 <br />continue moving forward. <br />363 <br />Member Daire expressed only one concern he had with the garage door design and <br />364 <br />width of doors, and this proposal’s recommendation for one single 16’ door versus 2-9’ <br />365 <br />single garage doors. <br />366 <br />City Planner Paschke clarified that this proposal was zoned Medium Density Residential <br />367 <br />(MDR) and the applicable rules addressed by Member Daire, and as discussed <br />368 <br />extensively earlier this evening, were applicable in Low Density Residential zoning <br />369 <br />designations (LDR-1 and/or LDR-2). <br />370 <br />MOTION <br />371 <br />Murphy moved, seconded by Member Gisselquist their determination that the <br />372 <br />proposed disposition of 2325-2335 Dale Street and 657-675 Cope Avenue is in <br />373 <br />compliance with the 2030 Comprehensive Plan, based on the comments and <br />374 <br />findings detailed in the staff report dated August 6, 2014. <br />375 <br />Ayes: 7 <br />376 <br />Nays: 0 <br />377 <br />Motion carried. <br />378 <br />b. Planned Unit Developments: Discussion regarding the creation of new <br />379 <br />requirements pertaining to Planned Unit Developments (PROJ0031) <br />380 <br />City Planner Paschke introduced this discussion for the potential creation of a new <br />381 <br />Planned Unit Development (PUD) process as detailed in the staff report dated August 6, <br />382 <br />2014. Mr. Paschke advised that this had been generated by the City Council for staff to <br />383 <br />bring forward suggestions to the body related to PUD’s as another tool in the City’s <br />384 <br />zoning ordinance. Mr. Paschke clarified that, when the current revised zoning ordinance <br />385 <br />had been adopted in 2010, PUD’s had been removed for various reasons. However, after <br />386 <br />several recent projects had come forward, the City Council had questioned the validity of <br />387 <br />reinstating the PUD tool; and advised that subsequent to those discussions, he and <br />388 <br />Community Development Director Bilotta had discussed the merits of PUD applications. <br />389 <br />Mr. Paschke noted that examples from other communities were also included for <br />390 <br />reference, along with the City Council’s July 7, 2014 meeting minutes and their <br />391 <br />discussion. <br />392 <br /> <br />
