Klappa <br /> <br />FROM: <br /> <br />RE: <br /> <br />Centre Pointe Business Park EA W - Response to SEH Comment Letter <br /> <br />The purpose of this memorandum is to respond to the March 8, 2001 comment letter from <br />Roger Plum of the SEH firm regarding our traffic analysis performed for the Centre <br />Pointe Business Park in the City ofRosevilIe. On behalf of the City ofRoseville, the <br />SEH firm reviewed the traffic analysis included as part of the January 16,2001 Centre <br />Pointe EAW. On February 27,2001 representatives of Benshoof & Associates, RLK <br />Kuusisto, SEH, and the City of Ro sevi lIe met to discuss concerns that had been raised by <br />SEH as part of their review. At this meeting and in the March 8, 2001 letter, SEH raised <br />two concerns with the methodology used to estimate trip generation for the office and <br />corporate campus land uses. <br /> <br />The first concern raised by SEH was that the trip generation rates for the office and <br />corporate campus included in the January 16, 2001 EAW were determined by using the <br />sum of office and corporate campus square footage to determine rates from Institute of <br />Transportation Engineers (lTE) trip generation equations. These rates were then applied <br />separately to the corporate campus and office land uses. We agree with SEH that only <br />the office square footage should have been used to determine the rate for the office land <br />use and only the corporate campus square footage should have been used to determine the <br />trip generation rate for the corporate campus. By using this revised methodology, the <br />p.m. peak hour trip generation estimate included in the January 16, 2001 EA W <br />underestimates the trip generation by 76 vehicles. With the revised trip generation <br />methodology for the office and corporate campus land uses, the Centre Pointe Business <br />Park is expected to generate 950 p.m. peak hour trips and 7,226 daily trips. <br /> <br />The traffic analyses for the EA W were performed using a development concept that <br />included a 6,000 square-foot high-turnover restaurant. Just before publication, the <br />restaurant land use was eliminated and a 6,600 square-foot single tenant office building <br />was added. The single tenant office is estimated to generate 53 fewer trips in the p.m. <br />peak hour than the restaurant. Because, the trip generation decreased, the analyses were <br />not repeated. With the revised methodology for estimating the office and corporate <br />campus trip generation and the change of the restaurant to office, only 23 p.m. peak hour <br />
