<br />2.2 The original master plan for Veritas showed similar footprints to the current proposal. However, <br />the new proposal would allow Veritas to add 2 floors to each of the previous approved 2 story <br />buildings. Therefore, no new office building coverage of the land would occur. Finally, to <br />reduce parking lot coverage of the land and allow for more green landscaped area, a parking <br />structure would be built where single level parking was previously planned. As proposed, <br />construction will occur over 3 years from 2001 through 2003. <br /> <br />2.3 The Planning Commission was also requested to review and comment on the proposed <br />Voluntary Environmental Assessment Worksheet (EA W) that identifies any changes in <br />environmental impacts based on the Veritas 122,000 s.f. proposed changes. While the EA W is in <br />process and the staff expects no major environmental impacts, the most significant issue will be <br />traffic volumes. A summary of the EA W is attached with available comment. (Any additional <br />comment will be forwarded to the Commission prior to March 14th) <br /> <br />3.0 COMPREHENSIVE PLAN IMPLICATIONS: <br /> <br />The City of Roseville Comprehensive Plan designates the entire Centre Pointe development as <br />a business area. No specific maximum square footage is stipulated or required in the Plan. The <br />guiding document is the Planned Unit Development for Centre Pointe, adopted in 1997. A copy <br />of this document is attached. <br /> <br />4.0 EA W SUMMARY <br /> <br />4.1 In the EA W, the proponents explain that the level of grading and man-made disturbance on the <br />site has been high and the uses on or adjacent to the site are all urban developments except for <br />the storm water catchment areas. There are no occurrences of endangered species nor are there <br />any historical artifacts to preserve. <br /> <br />4.2 The proponents note that there is adequate water capacity on the site but that the sewer capacity <br />is limited by the pumping systems. The City has been aware of this situation since the review <br />and approval of the Courtyard Hotel PUD amendment and is studying this issue. Eventually a <br />pumping system with added capacity will be installed to meet the needs of the Business Park <br />when fully occupied. The cost is to be assumed by the new users. <br /> <br />4.3 Runoff from the site will continue to be handled by a series of filtration areas and ponds. Silt <br />screening and hay bale erosion interception will handle construction erosion. Storm water will <br />be pretreated in infiltration areas and ponds before it reaches the wetlands areas, in a method <br />previously approved by the Rice Creek Watershed. Centre Pointe has a requirement of <br />retaining 25% of the site in green space. With the proposed configuration of the buildings <br />(adding height, not surface area) approximately 3% more green space will be added to the site. <br /> <br />4.4 In terms of generation of toxic or hazardous materials, the site is clean; the Veritas offices will <br />produce none of these materials.
