<br />occupancy if Veritas traffic volumes require the new improvements (Proponents have indicated <br />capacity is available for Veritas without traffic improvements - further review will be done on <br />this issue prior to the Council meeting). Review of the air quality indicates low emissions <br />meeting state requirements. Other reports will be attached or distributed and discussed at the <br />Planning Commission meeting of March 14, 2001. <br /> <br />5.0 STAFF RECOMMENDATIONS <br /> <br />5.1 The staff recommends that the Commission review the EA W comments and the amendment to <br />the Final Development Agreement for the Centre Pointe Planned Unit Development and provide <br />any additional direction on the land use consistency of the added building space proposed in the <br />PUD (122,000 s.f. of office). <br /> <br />5.2 Staff has found the proposed office use is similar to and consistent with other permitted uses in <br />the PUD. Based on the EA W and comments, conceptual land use approval should be <br />recommended by the Commission. <br /> <br />5.3 On March 26th, the City Council will then review additional Planning Commission <br />recommendations; receive the comments on the EA Wand decide on the Council's declaration of <br />EA W adequacy and impact. Assuming there are no additional significant environmental <br />impacts, the Council could then also approve the concept and final amendment to the Final <br />Planned Unit Development documents. <br /> <br />6.0 PLANNING COMMISSION PREVIOUS ACTION <br /> <br />The Planning Commission after a hearing on January 10, 200 I, recommended that the proposed <br />land use (business office) was consistent with the Comprehensive Plan and the Centre Pointe <br />PUD intent. They recommended that the Voluntary EA W be completed based on the proposed <br />uses. The Commission agreed to review the EA Wand comments at their March 14,2001 <br />meeting. The final EA Wand comments have been received (attached). <br /> <br />7.0 SUGGESTED PLANNING COMMISSION ACTION <br /> <br />7.1 By motion, after review of the Voluntary EA Wand comments, the Commission recommends <br />approval of a negative declaration (no significant additional environmental impact requiring an <br />Environmental Impact Statement). <br /> <br />7.2 By motion, the Commission finds the land uses proposed within the Veritas amendment <br />(122,000 s.f. of additional office space) to the existing Planned Unit Development to be <br />consistent with the Comprehensive Plan and the intent ofthe 1997 Centre Pointe PUD, and <br />therefore the Commission recommends concept and final approval of the PUD amendment. <br /> <br />4 <br />\\ Victoria \CommDev\Planning Files\3283 _Ryan Co _ Veritas\RPCA (031401). doc <br />
