Minnesota Pollution Control Agency
\,J.
~c,r.I -
" ',' r).~t) , ~ f()..Q\
~" o~\Q ~

, ,

March 7,2001

Mr. Dennis Welsh
Community Development Director
City of Roseville
2660 Civic Center Drive
Roseville, MN 55113

Dear Mr. Welsh:

RE: Centre Pointe Business Park Environmental Assessment Worksheet (EA W)

The Minnesota Pollution Control Agency (MPCA) has completed its review of the above-referenced
project in the city of Roseville. The proposed project is a modification of an existing 15.6-acre business
park development in the city of Roseville. Relative to those areas, for which the MPCA has regulatory
interest, the staff does not believe that an Environmental Impact Statement is required for the project. We
have the following specific comments:

Water Quality - Wastewaters: It is stated in the EA W that the sewer extension permit is granted, and
further stated that the flows will increase and the City ofRoseville is evaluating whether sewer capacity is
an issue. If there is a change in the design, the City should submit new plans and specifications and a
new application for a revised permit: Your contact for this permit is Don Perwien at (651) 296-7?62.
." ..\. . - I

Wat~r Quality':":' Storm Waters: It is sdlted in Item 18a of the EA W thatirifiltration will beiised at the
site and that "these infiltration areas will capture storm-water runoff from the surface parking allowing for
the runoff to infiltrate into the ground and sediments to be collected in the infiltration areas". Accepted
Best Management Practices for infiltration areas call for sediment and grit removal prior to the infiltration
area so that the system will not plug and will continue to work as designed. Sediment collection devices
or grit chambers with litter and debris removal should be incorporated into the drainage system prior to
discharge into infiltration areas.

According to Item 18a and 18b of the EAW, storm-water drainage from the site will be directed to a
regional storm-water pond that was constructed in 1986. The National Pollutant Discharge Elimination
System (NPDES) General Stormwater Permit for Construction Activity (Permit) has specific discharge
requirements for the required wet-detention basins. Regional basins are allowed to be used if they meet
the minimum required treatment in the NPDES Permit. The Regional basin will need to be evaluated to
see if it meets the requirements of the NPDES Permit. This evaluation will need to be submitted along
with application for the permit. If the regional pond does not meet the requirements for settling velocity
in the permit, the pond will need to be modified to come into compliance with current regulations. For
more information on NPDES requirements, contact Mike Findorff at (651) 296-6798.

Traffic, ~irQu.ality, and Indirect Source Permit (lSP) Requirements: It is clearly stated in the EAW
that a modified ISP would be needed for the proposed addition. A modified ISP application with more'"
compre~ensive, traffic and air quality analyses has already been submitted and is being processed at this
time. ',',.. ," ,',' ." , " . " . '!
