<br /> <br />Page 2 <br />March 8, 2001 <br /> <br />because of the reasonable level of service (LOS) on the roadways in the vicinity of the proposed <br />project, Twin Lakes Parkway is not necessary to support traffic generated by the proposed <br />project. Therefore, it is not necessary to include it in the air and noise analysis. <br /> <br />3. Prior to the March 7,2001 conference call, both the traffic analysis and the air analysis were <br />modified to exclude the construction of Twin Lakes Parkway. Preliminary results of these <br />analyses indicated that the exclusion of Twin Lakes Parkway from the analyses does not <br />significantly affect the results of the air and noise analyses submitted as part of the ISP <br />Application. From our conversation during the March 7, 2001 conference call, it is understood <br />that the submittal of an analysis demonstrating CO and noise levels are within acceptable levels, <br />even if Twin Lakes Parkway is not constructed, allows the MPCA to prepare a final permit <br />without including special conditions regarding roadway improvements (eg. Twin Lakes <br />Parkway). <br /> <br />The conclusion of the above-summarized conference call was to provide the MPCA with the <br />analyses that support item 3 above. Attached please find a memorandum dated March 7, 200 I from <br />Benshoof to Liesch. This memorandum includes information illustrating traffic volume estimates at <br />the County Road C/Cleveland A venue and County Road D/Cleveland Avenue intersections for <br />conditions including and excluding Twin Lakes Parkway. Comparison of traffic volumes at each <br />intersection indicate relatively small increases in traffic movements due to the exclusion of Twin . <br />Lakes Parkway. LOS analysis sheets and a table summarizing the LOS at each intersection are also <br />included with Benshoof s memorandum. <br /> <br />... <br /> <br />Liesch used the information from this memOlandum to develop air and noise level calculations <br />excluding the construction of Twin Lakes Parkway. Liescn's results are presented in summary <br />format as well as detailed model output. Results for both the January 2001 ID1d the March 2001 <br />, model runs are included to allow comparison of the results. As can be seen from the attached <br />information, the exclusion of Twin Lakes Parkway from the traffic analysis does not significantly <br />affect air and noise levels submitted with the original ISP Application. <br /> <br />Innocent, thanks again for taking the time to work out these issues with us. We anticipate that this <br />will allow you to prepare the draft ISP for this project without including any special conditions <br />regarding roadway improvements.
