EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF ROSEVILLE Pursuant to due caB and notice thereof, a regular meeting of the City Council of the city of Roseville, County of Ramsey, Minnesota, was duly called and held at the City Hall on Monday, the 26th day of March, 2001, at 6:30 p.m. The following members were present: Mastel, Klausing, Goedeke, Maschka and Kysylyczyn The following members were absent: None Member Maschka introduced the following Resolution and moved its adoption: RESOLUTION NO. 9877 RESOLUTION GRANTING AUTHORIZATION TO DISTRIBUTE A NEGATIVE DECLARATION DECISION ON NEED FOR A VOLUNT ARY ENVIRONMENTAL ASSESSMENT WORKSHEET RY AN/VERlT AS PUD AMENDMENT (PF3283) WHEREAS, a Voluntary Environmental Assessment Worksheet (EA W) was prepared for the Ryan Veritas project to provide for a PUD amendment of an additional122,000 square feet to the total building area of the 47-acre Centre Pointe Business Park Planned Unit Development, to include completion of its campus with two additional floors on each of the two, two-story buildings; and WHEREAS, the Voluntary Environmental Assessment Worksheet was distributed to all parties included in the EA W distribution list, as well as those required to be included pursuant to the Environmental Quality Board (EQB) regulations; and, WHEREAS, four comments (Minnesota Historical Society, Metropolitan Council, MnDOT and MnPCA) were received and considered by the City ofRosevi1le; NOW THEREFORE BE IT RESOLVED that the City Council of the City of Rosevi1le hereby adopts the Findings for the Voluntary Environmental Assessment Worksheet on the Ryan/Veritas project; and BE IT FURTHER RESOL VED that the City Council of the City of Roseville hereby adopts the written responses (staff report 03/26/01) prepared in response to the comments received on the Ryan/Veritas Voluntary Environmental Assessment Worksheet; and, BE IT FURTHER RESOLVED that the City Council of the City of Roseville has reviewed the entire Record of Decision prepared for the Ryan/Veritas project; and, BE IT FURTHER RESOLVED that based on all infonnation gathered during the EA W process, comments received on the EA W, and additional infonnation created and obtained in response to comments made on the EA W, the Ryan/Veritas project does not have the potential for significant environmental effects and an Environmental Impact Statement (EIS) will not be prepared; and, BE IT FURTHER RESOLVED that the City Council of the city of Roseville hereby authorizes the distribution of a negative declaration on the need for an EIS to all parties included in the Voluntary EA W distribution list and to all persons that commented in writing during the review period.
