<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />In 1985, Woodbridge Properties, Inc. proposed constructing Centre Pointe, which <br />included 647,080 square feet of office and garden/office/service space. As part of <br />the approval process, an Environmental Assessment Worksheet was prepared for <br />the City of Roseville in December of 1985. In February 1986, the City of <br />Roseville adopted a negative declaration on the need for an Environmental Impact <br />Statement. Woodbridge constructed supporting infrastructure for Centre Pointe <br />(internal roads, stormwater ponds, and utilities) and three buildings. Due to <br />market conditions, Woodbridge did not complete the project. <br /> <br />In January of 1997, Ryan Companies US, Inc. became the developer of Centre <br />Pointe and submitted an EA W; additionally; an Indirect Source Permit w~ issued <br />by the Minnesota Pollution Control Agency. The Ryan proposal included a total <br />of619,600 SF; this total did not include the three buildings already constructed by <br />Woodbridge. In March 1997, the City again adopted a negative declaration on the <br />need for an Environmental Impact Statement for the revised Centre Pointe. <br /> <br />In February 2000, in accordance with City ordinances the PUD was <br />administratively amended to allow an increase in building square footage by 10% <br />(61,464 square feet) in Centre Pointe. The southern 16 acres of Centre Pointe was <br />sold to Veritas in 2000. Veritas is experiencing exponential growth and needs <br />more office space than was approved in the amended PUD. The 121,836 square <br />foot increase in the PUD now proposed would be accomplished by redesigning <br />two proposed buildings and adding a parking structure. If approved, the Veritas <br />property will become a fully integrated corporate campus. This redesign for the <br />Veritas property is an expansion of 183,330 square feet of office space to the <br />existing Centre Pointe project described in the 1997 EA W. <br /> <br />The additional office space proposed by Veritas does not exceed a mandatory <br />threshold for EA W preparation. Nevertheless, Veritas and Ryan volunteered <br />preparation of this EA W for, among others, three principal reasons: (1) assure <br />Roseville as the other RGU, other EA W reviewers, and itself that the proposed <br />expansion does not have the potential for significant adverse environmental <br />effects; (2) present the proposed expansion in the context of prior Centre Pointe <br />approvals and status of construction in EA W format so that the community may <br />fully understand the environmental effects of the expanded Veritas corporate <br />campus; and (3) achieve certainty that all Minnesota environmental review <br />requirements have been met. <br /> <br />s. <br /> <br />Project Location: <br />1/4 Section: <br />County: <br />Cityrrownship: <br /> <br />Township 29N Range 23W <br />NE 'l4 NE 'l4 Section 5 <br />Ramsey County <br />City of Roseville <br /> <br />Page 3 <br />
