<br />PART I. DESCRIPTION <br /> <br />A. Description of the Project <br /> <br />The project is a mixed-use development located between Interstate (1)-35W and Cleveland <br />Avenue in Roseville. The 56.4-acre site is bounded on the north by County Road D, on the <br />south by County Road C2, on the east by Cleveland Avenue, and on the west by 1-35W. <br />An ISP was initially issued'in April 1986 to Woodbridge Properties, Inc. to construct a <br />647,080-square foot office space and garden office/service space. The ISP was subsequently <br />modified in April 1989 to authorize an increase in the size of the development to 946,000 <br />square feet (sf). Woodbridge Properties only built three office buildings totaling 110,000 sf <br />with 500 parking spaces. <br /> <br />In 1997, the ISP was modified by Ryan Twin Lakes Limited Partnership. The modification <br />consisted of 14,100 sf of high turnover sit down and quality restaurant, 106,613 sf of <br />business hotel, 185,757 sf of office/service, and 313,130 sf of office/showroom for a total of <br />619,600 sf of development at build-out. Adding the existing 120,000 sf of office space to the <br />proposed development, the total building area for the entire project was 739,600 square at <br />completion. The 1997 modification also proposed approximately 2,300 associated parking <br />spaces. With the addition of 500 existing spaces, the entire development was expected to <br />have a total of2,800 parking spaces. The construction of the project was scheduled to begin <br />in spring of 1997, with completion date anticipated in 2000. <br /> <br />The current modification will include three hotels, two restaurants, approximately 230,000 sf <br />of general office, and a corporate campus for Veritas Midwest Headquarters with about <br />380,000 sf of office space. Two of the hotels have already been constructed and the third one <br />is currently under construction. All of the general office space and one of the restaurants <br />have also been constructed. One of the Veritas three buildings that will make up the <br />corporate campus is under construction. At build-out in 2003, the proposed project will have <br />a total of 802,900 sf. Adding the existing Woodbridge Properties, three office buildings with <br />120,000 sf to the ISP modification total, the Centre Pointe Business Park entire development <br />will have a total of922,900 sf. There are approximately 2,380 existing parking spaces on the <br />site. With the addition of 460 spaces with this modification, the proposed project will have a <br />total of 2,840 parking spaces. <br /> <br />B.
