The primary sources of the underestimation are the factors <br />used for deriving trip generation rates for non-corporate office buildings. <br />Assuming the number of trips generated have been underestimated, the traffic impacts on the <br />intersections immediately adjacent to the site have also been underestimated. Two intersections <br />predicted in the EA W to operate at level of service (LOS) C degrade to LOS E when demand <br />adjustments are made.
