Variance Board Meeting <br />Minutes – Wednesday, May 02, 2012 <br />Page 2 <br />Applicant, Ryan Lowder, 1468 Centennial Drive <br />46 <br />Mr. Lowder advised that he had no additional comments beyond those eloquently stated <br />47 <br />by Mr. Lloyd, other than clarifying in the aerial photo his clearing of storage over the <br />48 <br />sewer easement area, of which he was unaware until his application review with staff. Mr. <br />49 <br />Lowder noted that the narrative portion of his request further detailed the request and site <br />50 <br />specifics, particularly the location of his property adjacent to Applewood Park and the <br />51 <br />apartments. Mr. Lowder advised that he would need to trim the trees, but would be able <br />52 <br />to preserve them through allowance of this variance. <br />53 <br />Member Strohmeier sought assurances that no additional visual barriers would occur for <br />54 <br />those adjacent apartments on the upper floors. <br />55 <br />Mr. Lowder reviewed the eastern line, having significant foliage already in that area; with <br />56 <br />the power company periodically trimming the natural barrier; and no further impacts for <br />57 <br />those apartment residents other than what they currently see. <br />58 <br />Public Comment <br />59 <br />No one appeared to speak for or against. <br />60 <br />Chair Gisselquist closed the Public Hearing at approximately 5:48 p.m., with no one <br />61 <br />appearing for or against. <br />62 <br />MOTION <br />63 <br />Member Strohmeier moved, seconded by Member Boguszewski, to adopt Variance <br />64 <br />Board Resolution No. 92 entitled, “A Resolution Approving a Variance to Roseville <br />65 <br />City Code, Section 1004.02 (Accessory Buildings) at 1468 Centennial Drive (PF12- <br />66 <br />015);” approving a VARIANCE to Section 1004.02 of City Code that would <br />67 <br />otherwise prohibit the construction of an accessory structure as close as two feet <br />68 <br />(2’) from the rear property line at 1468 Centennial Drive; based on comments and <br />69 <br />findings outlined in Sections 4-6 of the staff report dated September 5, 2012. <br />70 <br />Member Boguszewski advised that, upon his personal tour of the area, the trees are very <br />71 <br />mature at 25-30’; and most of the proposed shed should not be visible to the park or <br />72 <br />apartments. Member Boguszewski commended staff on their retention of green space <br />73 <br />versus requiring the additional setback and removal of significant portions of the existing <br />74 <br />vegetation. <br />75 <br />Ayes: 3 <br />76 <br />Nays: 0 <br />77 <br />Motion carried. <br />78 <br />Chair Gisselquist reviewed the ten-day appeal period and process, as detailed in the staff <br />79 <br />report. <br />80 <br />b.
