Variance Board Meeting
City Council Chambers, 2660 Civic Center Drive
Minutes - Wednesday, November 6, 2013 – 6:00 p.m.
1. Call to Order
1
Chair Boguszewski called to order the Variance Board meeting at approximately 6:00 p.m.
2
and reviewed the role and purpose of the Variance Board.
3
2. Roll Call & Introductions
4
At the request of Chair Boguszewski, City Planner Thomas Paschke called the Roll.
5
Members Present:
Chair Michael Boguszewski; and Commissioners Shannon
6
Cunningham; and Robert Murphy
7
Staff present:
City Planner Thomas Paschke and Associate Planner Bryan Lloyd
8
3. Review of Minutes
9
MOTION
10
Member Cunningham moved, seconded by Member Murphy to approve meeting
11
minutes of October 2, 2013 as presented.
12
Ayes: 3
13
Nays: 0
14
Motion carried.
15
4. Public Hearing
16
PLANNING FILE 12-013
17
Request by Meritex Enterprises, Inc. for approval of VARIANCES to Roseville City
18
Code: Chapter 1006 (Employment Districts) to allow a front building setback greater
19
than 100 feet; and Chapter 1011 (Property Performance Standards) to allow loading
20
dock doors to face the front property line at 2280 Walnut Street
21
Chair Boguszewski opened the Public Hearing for Planning File 12-013 at 6:03 p.m.
22
Associate Planner Bryan Lloyd summarized the request as detailed in the staff report dated
23
November 6, 2013; with conditions as outlined in Section 7.0 related to aesthetics for
24
screening of the parcel and landscaping within the public right-of-way. Planning staff
25
recommended approval of the requested variance.
26
Member Murphy noted the close location stop sign at the northwest entrance of the access
27
point on Walnut Street; questioning the applicant’s intent to retain the steep grade based on
28
elevations from Terminal Road.
29
Mr. Lloyd advised that the site plan used for showing the loading dock doors facing west,
30
provided only for the width of the site access and driveway location with respect to
31
intersections. As the permit process proceeds, Mr. Lloyd advised that the site perspective
32
would be addressed, but with the surface of the lot higher than the street, grade would be
33
dictated by the rail line and the building situated to take advantage of that rail line.
34
Applicant Representative, Dan Williams, Chief Investment Officer of Meritex
35
Enterprises, Inc.
36
Mr. Williams noted that they had been owners of this site, as well as many others recently
37
developed in Roseville and the immediate area, including the former Unisys complex since
38
demolished, and involved selling off areas of the site to other users. However, Mr. Williams
39
advised that his firm was interested in developing this parcel with a state-of-the-art warehouse
40
building on the 9 acre site, as it provided a unique real estate development opportunity for this
41
area.
42
