Memorandum DaIs 12111/00 TO!: Steve Katkov, Real Estate and Zoning Manager, American Portable TeIeccm(APT) Cc: Alan Roberts, RF Engineering Manager, APT From: Brandon Johnson, RF Engineer, APT HE: Site Justification for Roseville South- A 1 N517 As the Radio Frequency Engineer assigned to design and analyze the proposed tower in Roseville, MN, I have performed evaluations considering the follO'Mng factors: tower height, terrain, foliage, and coverage connectivity with existing sites. All of the previously mentioned factors are important in the design process. Before a particular location is chosen as the area where v.e wish to build, v.e first look for any existing structures (i.e. rooftops, existing tDY.ers, ate.) that meet our coverage objectives and that are available for co-4ocation. In this particular case, an existing sIructure was identified and designated as our primary candidate for this particular search ring. The proposed site, which will be located on the roof of the Roseville Professional Center, will enable APT to provide optimal coverage in Roseville and provide in- building coverage to the malls, businesses and residential neighbort1oods sulTOUnding Highways 36 and 51. Our proposed tcM'er will fix the 'Neak in- building coverage that exists in this particular area and solve the capacity issues v.e are currently experiencing in this area due to high customer usage. The frequencies used will be restricted to the PCS B Band as follows: Receive: PCS B Block (1950 to 1965 MHz) PCS B Block (1870 to 1885 MHz) Transmit This band was allocated to APT by the FCC. These frequencies are well isolated from other frequencies used by public safety communications systems. We currently have over 250 sites on the air, and no incidences of interference with public safety systems has ever occurred. 8118/00 1
