Memorandum

DaIIIC 12/11/00
Toe Steve Katkov, Real Estate and Zoning Manager, American Portable TeIecom(APT)
Cc: Alan Roberts, RF Engineering Manager, APT
From: Brandon Johnson, RF Engineer, APT
HE: Site Justification for Roseville South- A 1 N517

\lOiOt ~m.e01W1

As the Radio Frequency Engineer assigned to design and analyze the proposed tower in Roseville,
MN, I have perfonned evaluations considering the follovving factors: tONer height, terrain, foliage, and
coverage connectivity with existing sites. All of the previously mentioned factors are important in the
design process. Before a partiaJlar location is chosen as the area where we wish to build, we first look
for any existing structures (i.a rooftops, existing tcY.ers, ate.) that meet our coverage objectives and
that are available fer co-Iocation. In this partiaJlar case, an existing sbucture was identified and
designated as our primary candidate for this particular search ring.

The proPosed site, v.11ich(wilrbe locatect-on-thefoofofthe Roseville ProfessioriBl-eenter, willi enable
APT to provide optimal \coverage-~in - Roseville-and -provide-irF-building-coverage-to-~ malls,
~esses _~~-9gaLQeigb~~nding Highways 36 and 51. Our proposed tc7.Ner will
[fix the v.eak in..~ldi~ cov~e~~~~this partiaJlar area and solve the capacity issues VIe are
currently experiencing in this area due to high customer usage.

The frequencies used will be restricted to the PCS B Band as follONS:

Receive:

PCS B Block (1950 to 1965 MHz)
PCS B Block (1870 to 1885 MHz)

Transmit

This band was allocated to APT by the FCC. These frequencies are well isolated from other
frequencies used by public safety communications systems. We currently have over 250 sites on the
air, and no incidences of interference with public safety systems has ever occurred.

8118100

1
