Call to Order <br />1 <br />Chair Boguszewski called to order the Variance Board meeting at approximately 5:30 p.m. and <br />2 <br />reviewed the role and purpose of the Variance Board. <br />3 <br />2. Roll Call & Introductions <br />4 <br />At the request of Chair Boguszewski, City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: <br />Chair Michael Boguszewski; and Commissioners Robert Murphy and <br />6 <br />Shannon Cunningham <br />7 <br />Others Present: <br />Alternate Variance Board Member Jim Daire <br />8 <br />Staff present: <br /> City Planner Thomas Paschke and Senior Planner Bryan Lloyd <br />9 <br />3. Public Hearing <br />20 <br />PLANNING FILE 14-015 <br />21 <br />Request by Michael Ahmann for a VARIANCE to Section 1004.02 (Accessory Buildings) of <br />22 <br />Roseville City Code to allow a detached garage to be constructed in excess of the <br />23 <br />maximum floor area at 2926 Old Highway 8 <br />24 <br />Chair Boguszewski opened the Public Hearing for Planning File 14-015 at 5:35 p.m. <br />25 <br />Senior Planner Bryan Lloyd summarized the request as detailed in the staff report dated July 9, <br />26 <br />2014, to allow construction of a new detached garage at a size of 896 square feet to meet the <br />27 <br />needs of today versus when the current garage was built, estimated to be in the early 1940’s; as <br />28 <br />detailed in the staff report and site plan written narrative detailing the proposal included with the <br />29 <br />report as Attachment C. <br />30 <br />Mr. Lloyd reviewed staff’s analysis of the request, and advised that staff was subsequently <br />31 <br />recommending approval of the requested variance by adopting Variance Board Resolution 105 <br />32 <br />approving the proposed accessory structure floor area to equal the 816 square foot footprint of <br />33 <br />the principal structure at 2926 Old Highway 8, based on comments and findings outlined in this <br />34 <br />report, and subject to conditions as noted in the staff report dated July 9, 2014. <br />35 <br />While agreeing with staff’s conclusion that the small size of this older home should not be the <br />36 <br />anchor weighting the garage down at 85% of the principle structure, Chair Boguszewski opined <br />37 <br />that even limiting size for the new structure at 100% of the principle structure seemed arbitrary, <br />38 <br />when the applicant originally requested variance approval to construct the new garage at 896 <br />39 <br />square feet, Chair Boguszewski further opined that the difference in requested and proposed <br />40 <br />square footage seemed restrictive. <br />41 <br />Chair Boguszewski provided pictures provided he’d taken earlier today in his review of the site, <br />42 <br />noting that the existing garage was not visible from the street or even the street frontage until <br />43 <br />actually accessing the property. Therefore, Chair Boguszewski opined that removing the <br />44 <br />condition and allowing construction at the full 896 square feet would not harm anything and still <br />45 <br /> <br />
