<br />1 <br />a. <br />The fence shall be of a “good neighbor” uniform design; one that looks the same <br />2 <br />from the street and yard side. (Ms Bloom explained the quality of the proposed <br />3 <br />fence). <br />4 <br />b. <br />The proposed fence shall be constructed of cedar and sealed to protect it from <br />5 <br />graying. <br />6 <br />c. <br />After construction, the fence will be owned and maintained by the individual <br />7 <br />property owners. Fence posts will be placed on property corners to facilitate <br />8 <br />individual property owner maintenance and repair. <br />9 <br />d. <br />Landscaping shall be installed in conjunction with the City of Roseville <br />10 <br />Streetscape project as described in the County Road C Streetscape master plan. <br />11 <br />Planting materials shall include vines and perennial plants along the street side of <br />12 <br />the fence. <br />13 <br />e. <br />The variance shall expire within 16 months after the approval date (March 23, <br />14 <br />2005) unless the applicant has been granted a building permit. <br />15 <br /> <br />16 <br />Member Boerigter asked for clarification of fence ownership and maintenance by the property <br />17 <br />owners. <br />18 <br /> <br />19 <br />Dan Soler, Project Engineer, explained that the goal will be to construct Snelling to Lexington in <br />20 <br />2006, and the fence would be constructed in the fall of 2006. The landscaping would be planted <br />21 <br />in spring of 2007. <br />22 <br /> <br />23 <br />Member Pust asked how firm the timetable was. Mr. Soler said the project will be bid in 2005. <br />24 <br />The schedule looks good. <br />25 <br /> <br />26 <br />Chris Thompson, 1446 Talisman Curve, said this project was very important for the <br />27 <br />neighborhood. She will lose 11 feet of back yard. The fence is important. The privacy and sound <br />28 <br />abatement of the eight foot fence will help mitigate the impact. The neighbors currently view the <br />29 <br />traffic, trains and industrial area to the south. She did not need a gated on “C”. <br />30 <br /> <br />31 <br />Member Pust asked if there are plans for any gates. <br />32 <br /> <br />33 <br />Deb Bloom explained that street trees and vines as well as perennials will be placed along the <br />34 <br />south edge of the right-of-way, similar to County Road 96 in Shoreview. Street lights will be <br />35 <br />painted green. She explained that the city has received a federal grant for this project. <br />36 <br /> <br />37 <br />Chair Bakeman closed the hearing. <br />38 <br /> <br />39 <br />Motion: <br /> Member Pust moved, seconded by Member Boerigter, to adopt a resolution approving <br />40 <br /> <br />a 4 foot Variance to Section 1012.02B2 and a Variance to Section 1012.02C1of the Roseville <br />41 <br />City Code allowing construction of an 8 foot tall uniform cedar fence in the yard area adjacent to <br />42 <br />County Road C for 2650 Pascal Street, 1446, 1438, 1432, 1426, 1420, 1412, 1404 and 1398 <br />43 <br />Talisman Curve, and 2655 Sheldon Street,, based on the findings in Section 5 and the conditions <br />44 <br />of Section 6 of the project report dated March 23, 2005. <br />45 <br /> <br />46 Ayes: 3 <br />47 Nays: 0 <br />48 Motion carried. <br /> <br />49 <br />50 <br />4.
