<br />1 <br />differing forms of relief from Section 1009.03M. This Section of the Code is also one that has <br />2 <br />been discussed in the past for revision – a process currently under way. However, it is a number <br />3 <br />of months from formal review and possible approval. <br />4 <br /> <br />5 <br />The Staff recommended approval of a 4 foot height variance from Section 1009.03M of the City <br />6 <br /> <br />Code Sign Section (General Provisions - Ground Sign)to allow the installation of a 12 foot tall <br />7 <br />Ground Sign adjacent to Fairview Avenue based on the findings in Section 5 and the following <br />8 <br />conditions: <br />9 <br /> <br />10 <br />a. <br />The Love from Minnesota/Dunn Bros. Coffee sign shall be limited to a height of <br />11 <br />12 feet. <br />12 <br /> <br />13 <br />b. <br />The Ground Sign must be installed/constructed a minimum of 15 feet west of the <br />14 <br />property line adjacent to 2465 Fairview Avenue. <br />15 <br /> <br />16 <br />c. <br />The Ground Sign must have a minimum base of 18 inches or greater. <br />17 <br /> <br />18 <br />d. <br />Signage for the sign shall be consistent with Section 1009.08E or not more than <br />19 <br />100 square feet. <br />20 <br /> <br />21 <br />e. <br />The ground area around the base must include landscaping of which low growing <br />22 <br />shrubs and\\or perennials is recommended. <br />23 <br /> <br />24 <br />f. <br />The variance (if granted) will expire within 6 months of its approval if a sign <br />25 <br />permit is not issued (Section 1013.03). <br />26 <br /> <br />27 <br />Chairperson Mary Bakeman asked what signage would be available for the third tenant, “Wine <br />28 <br />Time”. (It will have only building wall signage, as part of the Love From Minnesota store.) She <br />29 <br />asked if there were traffic direction signage especially for the “drive through” traffic. (This is part <br />30 <br />of the final site plan and conditional use permit approval requirements.) <br />31 <br /> <br />32 <br />Member Pust asked if the sign will have 2 faces. Will this create a line of sight conflict? (The sign <br />33 <br />is proposed 15 feet behind – west of - the front property line which is 15 to 20 feet behind – west <br />34 <br />of- the curb line. Will there be traffic sight visibility problems at the corner? (No, because the <br />35 <br />setbacks all meet the requirements of the Code and they do allow for corner triangle vision where <br />36 <br />needed.) <br />37 <br /> <br />38 <br />Member Boerigter asked if the sign area was within the allowable signage for the site (yes). <br />39 <br /> <br />40 <br />Steve Chinander, applicant and owner of the Love From Minnesota businesses, explained the <br />41 <br />“Wine Time’ connection as a subsidiary to Love From Minnesota. The existing awning on the <br />42 <br />site will be retained with signage. <br />43 <br /> <br />44 <br />Chair Bakeman closed the hearing. <br />45 <br /> <br />46 <br />Motion: Member Boerigter, moved, second by Member Pust to adopt a resolution <br />47 <br />approving a 4 foot height variance to Section 1009.03m (General Provisions – Ground Sign) <br />48 <br />of the Roseville City Code for Love from Minnesota, 2465 Fairview Avenue, based on the <br />49 <br />findings in Section 5 and the conditions of Section 6 of the project report dated November 2, <br />50 <br />2005. <br />51 <br /> <br />Page 2 of 3 <br /> <br />
