REQUEST FOR CITY COUNCIL ACTION

Manager

DATE: 01.08.01
ITEM NO: c- 5
Agenda Section:
CONSENT

Item D scription: Electrical Inspection Service Renewal 2001

1.0 BACKGROUND

1.1 Attached is a draft annual service agreement used with the City's electrical inspection
contractor. Six cities [Roseville, Arden Hills, Little Canada, North Oaks, North St. Paul
and Shoreview] are contracting with North Metro Inspections, Inc. and have developed a
similar contract for services.

1.2 The proposed service contract with North Metro Inspections, Inc. and Richard Nelson
includes a requirement that the contractor updates his insurance schedule, provide an
annual report and carry an electrician's license. There are no changes in the permit fee
structure. Electrical permit fees last increased in 1995. The City passes these costs of
doing business on to the building contractor as part of the building permit charges. The
City retains 20% of the electrical permit fee, passing the remaining 80% on to North
Metro Inspections, Inc.

1.3 State law also requires the governing body (city) to give published notice of its intention
to consider the issue and solicit testimony from interested persons, including those in the
community in which the applicant is located or proposed to be located.

2.0 STAFF COMMENT

2.0 The staff has reviewed the alternatives, particularly jointly hiring a contractor, or adding
another inspector to handle electrical and some building inspection activities. While this
may pay for itself, there is no guarantee that building levels will be a high as previous
years and there is s shortage of good, experienced and certified electrical inspectors. The
staff recommends that this alternative may be premature. This alternative should be
evaluated annually as the service contract comes up for review in December.

3.0 STAFF RECOMMENDATION

3.1 The staff recommends approval of the 2001 one-year service agreement with North
Metro Inspections, Inc. to be reviewed annually in December.

3.2 The staff recommends the approval of the current (1997) Electrical Inspection Fee
Schedule, shown as "Attachment A" to the Service Agreement.

Electrical Contract 01 0800.doc Page I of 2
