<br />REQUEST FOR CITY COUNCIL ACTION <br /> <br />Item Description: <br /> <br />DATE: 03/12/01 <br />ITEM NO:I-3 <br /> <br />Agenda Section: <br />LAND USE <br /> <br />A request by Brad and Randi Lundell, 1828 Ryan Avenue, for variances to <br />Section 1004.02D4 and Section 703.04B4 of the Roseville City (PF3288). <br /> <br />Manager <br /> <br /> <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Brad and Randi Lundell, property owners of 1828 Ryan Avenue, initially requested a <br />variance from Section 1004.02D4 of the Roseville City Code to allow construction of a <br />10 foot by 20-foot (200 square foot) addition onto their existing attached garage. <br />However, through staff review and in working with the Lundell's, variances are being <br />sought for the pre-existing non-conforming principal structure, the pre-existing non- <br />conforming driveway, and a garage addition. <br /> <br />2.0 REVIEW of REQUEST <br /> <br />2.1 Section 1004.02D4 (Dwelling Dimensions and Appearances and Height, Frontage, <br />Yard and Lot Area Requirements in R-l Districts) states: A side yard adjacent to a <br />street on a corner lot shall not be less than 30 feet. The Lundell's home was constructed <br />in 1955, and does not meet the current corner side yard setback, encroaching 20 feet into <br />the required 30 foot setback. No records can be found that indicate that a variance was <br />granted in the past for the existing location. Staff has determined that the Roseville City <br />Code was amended after the structure was constructed as is evident by the date indicated <br />in Section 1004.02D4 (Ord. 275, 5/12/59). <br /> <br />2.2 The Lundell's also desire additional garage space, for which, they have requested an <br />additional five foot encroachment into the required comer street side yard setbac,k of 30 <br />feet bringing the encroachment to a line 25 feet from the east property (comer street side <br />yard - Fairview Avenue) property line. <br /> <br />2.3 Section 703.04B4 (Driveway and Parking Lot Standards - Intersection) states: on <br />property zoned R-l and R-2, no driveway shall be located within 30 feet of any right-of- <br />way of a street intersection. The Lundell driveway encroaches 23 feet into the required <br />30 foot setback and giver the request associated to the garage, staff determined a variance <br />to this section should also be granted allowing the driveway to remain. <br /> <br />2.4 The Lundell's home is a rambler with a full basement and comprised of approximately <br />1,196 square feet of living area. The attached garage is located on the west side of the <br />principal structure, adjacent to Fairview Avenue. The parcel is a corner lot with a width <br />of 76.7 feet and a depth of 134 feet. <br /> <br />PF3288 - RCA (031201) Page 1 of 5 <br />
