City policy requires the placement of sidewalk adjacent to public rights-of-way <br />in conjunction with development or redevelopment of commercial properties. <br />Because of the proposed Larpentuer Avenue reconstruction, the specific <br />requirements for this development have not been finalized. <br /> <br />5.0 STAFF RECOMMENDA TION <br /> <br />5.1 Based on the findings outlined in Section 4.1 of this report, staff recommends <br />approval of a concept development plan and preliminary plat for a planned unit <br />development at 1159 Larpenteur Avenue (Roseville Center), with the following <br />provisions: <br /> <br />1 . A final development package for the entire planned unit development and a <br />phased implementation schedule must be submitted by the applicant prior to <br />consideration of the final development plan by the City Council. The final <br />development plan shall include an overall site plan, building elevations for all <br />buildings, an overall sign age package (pylons, wall signs, and directional <br />signs), an overall landscaping plan, an overall lighting plan, an overall <br />landscaping plan, and a final plat. <br /> <br />6.0 PLANNING COMMISSION ACTION <br /> <br />6.1 On January 14, 1998, the Planning Commission held a public hearing on the <br />request. Pat McCann (Bradley Real Estate), Tim Prinsen (Bradley Real Estate), and <br />Barb Schneider (Border Foods - Taco Bell) were present to answer questions and <br />provide additional information. No residents present commented on this request; <br />however, two letters from nearby property owners were received. Copies of these <br />letters are attached to this report. <br /> <br />6.2 The Planning Commission discussed the improvements made to the site <br />development plan since the first concept plan was submitted, the cooperation of <br />Bradley Real Estate and Border Foods in addressing the concerns raised by staff <br />and the Planning Commission, the hours of operation for Taco Bell (9am to 2am), <br />the impact of the hours of operation of Taco Bell on the adjacent residential <br />properties (minimal), the deterred assessment tor City Project W77-14($37,259.39), <br />the dedication ot additional right-of-way tor Lexington Avenue, and the installation <br />ot sidewalks. <br /> <br />6.3 The Planning Commission recommended approval ot a concept development plan <br />and preliminary plat tor a planned unit development at 1159 Larpenteur Avenue <br />(Roseville Center), based on the findings in Section 3.1 ot this report (7-0). As part <br />of the motion, the Planning Commission also recommended that the City Council <br />modify its policies to eliminate the payment of the deterred assessment for this <br />project (as the site is already served by water trom St. Paul), eliminate the need tor <br />right-ot-way dedication tor this project (as the dedication may impact the design ot <br />the parking area, reduce the number ot off-street parking spaces, and is not needed <br />because it is doubtful that Lexington Avenue will ever be widened in this location), <br /> <br />PF#2963 - RCA (01/26/98) - Page 8 of 9 <br />
