This <br />letter supports our application for a Conditional Use Permit and a small building size variance to <br />allow construction of a cellular telephone base station (also known as a "cell site") to be located at <br />the above address. The property owner, Otto G. Bonestroo, has signed the application as requested <br />by City Staff. The proposed cell site will help solve the problems related to cellular coverage and <br />capacity in the southwestern portions of your city. <br /> <br />Because there are no structures in this immediate area that are tall enough, we propose to <br />erect a 120-foot monopole and place a small equipment shelter at its base. The proposed site is in <br />the 1-1, Light Industrial District just north of the intersection of Highway 280 and 1-35W. <br />Therefore, a Conditional Use Permit is necessary for the monopole. In addition, Roseville's code <br />places a 200 square foot limitation on the footprint of support buildings, although a two-story <br />building is allowed. Our site requires a one-story, 240 square foot equipment building, creating the <br />need for a small variance. A taller, more conspicuous, two-story building is not needed. <br /> <br />The Proposed Use. Every cell site has two essential elements: antennas and cellular <br />telephone radio/switching equipment. For the antenna structure, we will have to erect a 120-foot <br />monopole in the rear yard of the property because there are no structures in the vicinity that would <br />allow our installation at this height. The cellular equipment would be housed in an l2-foot by 20- <br />foot equipment building located at the base of the proposed monopole. Access to the site will be <br />
