Our variance request is in harmony with this general purpose and intent. <br />The proposed support building will actually be smaller than the total size allowed by the section. <br />Instead of constructing a two-story building that would be more conspicuous, our building is <br />one-story. The requested vari~nce is the minimum variance needed to overcome the practical <br />difficulties of placing all of our equipment in a building that has enough access for our <br />technicians to safely work. <br /> <br />Criteria for a Conditional Use Permit. The proposed use has been deemed desirable <br />for the public welfare within the Industrial District, and the cell site is compatible with the <br />typical use permitted within this District based on the criteria for the issuance of a Conditional <br />Use Permit: <br /> <br />1. Impact on traffic. The site will be an unmanned and will be operated remotely. <br />Technicians visit the site approximately once a month. There will be no measurable impact on <br />traffic. <br /> <br />2. Impact on parks, streets and other public facilities. The site will not require <br />additional streets or other public services such as sewer. Rather, fire and police departments and <br />other public safety agencies use cellular telephones extensively. <br /> <br />3. Compatibility of the site plan, internal traffic circulation, landscaping and structures <br />with contiguous properties. Again, there is no noticeable traffic circulation, and the one tree <br />that has to be removed will be relocated on the site. The site is compatible with the contiguous <br />industrial/commercial uses. <br /> <br />4. Impact of the use on the market value of contiguous properties. Because many <br />businesses and homeowners use cellular phones, the market value of contiguous properties is not <br />impacted. <br /> <br />5. Impact on the general public health, safety and welfare. As stated above, Verizon <br />Wireless (and its predecessors) has never experienced a single monopole or tower collapse. In <br />fact, cellular phones are being distributed by domestic abuse shelters and public officials to help <br />ensure the safety of citizens. Many people carry cell phones for use in the event of an <br />emergency. <br /> <br />6. Compatibility with the city's comprehensive plan. The Comprehensive Plan <br />designation for this property is Industrial. Cellular telephone base stations are compatible with <br />this designation. <br />
